Description of requirements for the items to be acquired are as follows: PCN:IELC3; IEL Network site license w/ASPP & POP; up to 15 simultaneous users; price includes a ASPP & POP discount. The proposed contract action is for services for which the government intends to solicit and negotiate only with one source. This notice is not a request for competitive proposals. Only Information Handling Services (IHS) meets the government requirement, as it is the only known source for dissemination of IEEE information in online format. The IHS proprietary software products are not available through any other vendor. This subscription service is needed for immediate access and latest updates. Date of performance is 01 OCT 2000 through 01 OCT 2001. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
