The F-16 System Program Office, ASC/YP, is contemplating acquisition
of up to four F-16C aircraft for the United States Air Force. Included
in this buy is alternate mission equipment, which includes the
following: advanced missile remote interface adapters (RIU), launcher
adapters, wing weapon pylons, advanced conventional RIU, wing fuel
pylons, centerline pylons, electronic countermeasures adapters, and
chaff/flare dispenser covers. A contract is anticipated to be awarded
to Lockheed Martin Aeronautics Company (LM Aero), Fort Worth, Texas, no
later than the first quarter of calendar year 2001. Aircraft delivery
would be in calendar years 2002 and 2003. LM Aero has successfully
demonstrated prototype and full-scale development of F-16 aircraft and
has delivered over 4000 production aircraft. The purpose of this
synopsis is not a request for competitive proposals. However, all
proposals received within 45 days after the date of publication of this
synopsis will be considered by the government. The successful
contractor will be required to provide the material, factory test
equipment, assembly personnel, program management, data management,
hardware and software engineering, facilities, staff, and other
equipment and services necessary to fabricate, assemble, test, and
deliver F-16C aircraft to the government. The contractor must be
capable of delivering a fully qualified F-16C aircraft, that meets all
USAF requirements, within 24 months after the award of the contract.
The contractor should include the following in his response: 1)
identification of key management and program personnel with a resume of
their previous experience, 2) identification of existing fighter
aircraft he has produced, 3) discussions of specific instances of
previous experience as a fighter aircraft contractor, 4) evidence of
capability to perform successfully within the above described
parameters, and 5) size status in relation to SIC 3721, 1500 people.
