is to procure one Gas Chromatograph-High Resolution Magnetic Sector-Ion
Trap Mass Spectrometer Upgrade to an existing Isotope Ratio Mass
Spectrometer System (GC-C-IRMS)for the U.S. Customs Service Laboratory
in San Francisco, CA. with an option to purchase an additional unit
within two years of the issuance of the basic contract for the Los
Angeles, California laboratory. Each of the upgraded instruments will
be used to determine the isotope ratios, exact mass, and identity of
individual components of complex mixtures. Each upgraded instrument
shall be a complete gas chromatograph-combustion-isotope ratio mass
spectormeter, with a high resolution mass spectrometer-ion trap
sub-system, capable of determining isotope raios, exact mass, and
identity of individual components of complex mixture. Each purchased
upgrade system shall meet, either directly or by establishing
equivalent or better performance, our preferences and specifications.
The ordered and installed instrumentation upgrade shall be new,
commercially available, and in commercial production as of February 1,
2000. Each instrument system upgrade, when completely installed at
its' respective site, shall meet all of the main and sub-system
manufacturers published overall and sub-system performance
specifications as installed at the specific site for that instrument.
A performance/technical specification will be provided with each
solicitation. In order to be considered for award each vendor must be
capable of meeting all requirements of the specification. Evaluation
criteria are listed follows: Technical Specification 45% Past
Performance 25% Serviceability, Support, Training 10% Warranty 10% Cost
10% It is anticipated that award will be made to the contractor who
submits a proposal that provides the best overall value in terms of
each of the evaluation categories identified above. This is an
unrestricted requirement. Required delivery date shall be 90 days from
the date of contract award. The GC-C-IRMS System upgrade shall be
delivered as follows: 1 each to U.S. Customs Service Laboratory San
Francisco, California and the option item if required shall be
delivered to U.S. Customs Service Los Angeles, California. Proposal are
due on October 5, 2000, at 4:00 p.m., Indianapolis, Indiana time.
