award a sole source contract to British Aerospace Electronics at BAE
Systems, Aircraft Controls, 3400 Airport Avenue, Santa Monica,
California 90406, for engineering changes/upgrades for the AN/UPS-3
Tactical Defense Alert Radar (TDAR). The TDAR is a short range (20
kilometer); two-dimensional radar used for cueing Stinger and Avenger
gunners to beyond line-of-sight air targets. British Aerospace is the
original equipment manufacturer. These engineering changes will
encompass all aspects of TDAR performance, reliability,
maintainability, and integration into Marine Corps and Joint littoral
air defense architectures. Modifications and upgrades to TDAR hardware
and software will range in scope from minor to significant. The
contractor will be responsible for all aspects of system performance in
stand- alone mode and as an integrated air defense sensor. The Marine
Corps does not possess the drawing package or other engineering data
