SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION
AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB060122, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-18.*****The associated
Standards Industrial Classification Code (SIC) for this procurement is
5049, and the small business size is 500 Employees. This acquisition
is unrestricted.*****The National Institute of Standards and Technology
(NIST) Optical Technology Division is developing an instrument for
measuring, with the lowest possible uncertainties, the spectral
reflectance of samples. These measurements arethe basis for color
calculations, which will be used to set the national standards for
color measurements. In connection with that instrument, NIST has a
requirement for one (1) Open Circle Eulerian Cradle with a Rotary Stage
System -- Huber brand name [Model #511.5, with orthogonal rotary;
adapter plate to mount existing FM-600 translation stage to the Huber
422 two-circle goniometer; adapter plate to mount open Eulerian
cradle/rotary stage system to existing NEAT FM-600 translation stage;
complete assembly and alignment of Eulerian cradle/rotary stage system
to existing translation stage and two-circle goniometer (alignment
procedure to be specified by NIST scientists); alignment telescope for
centering sample] -- or equal -- that will be used to provide the
basis for a rugged multi-axis goniometer. The goniometer is the
foundation for a sample-detector reflectometer that will provide
complete control of the sample degrees of freedom and rotation of the
detector around the sample.*****Salient characteristics of the Huber
open end Eulerian cradle include: ***compatibility, both mechanically
and electronically, with an existing two-circle goniometer (Huber model
422) and a translation stage (NEAT model FM-600) for the completion of
the NIST Reference Colorimeter; ***ability to combine the highest
precision with excellent rigidity to support the necessary load
capacity of NIST's experiment setup without sacrificing angular
accuracy and repeatability; and ***ability to meet the following
specifications: *(1) Load capacity: 5 kg (11 lbs.), located at
intersection of cradle axis of rotation and rotary stage axis of
rotation, supported entirely by the rotary stage; *(2) Rotary stage
shall have a 138mm diameter round mounting surface with four M5 tapped
bolt holes evenly spaced on a 100mm diameter bolt circle; *(3) Sample
dimensions: Inside diameter of cradle shall be such that an 8"
diameter round disk mounted to the surface of the rotary stage shall
clear the inside of the cradle at all combinations of angles of cradle
rotation and rotary stage rotation. *(4) Weight shall be less than 135
lbs.; *(5) Accuracy for both angles: 0.01 Degrees; *(6) Resolution for
both angles: 0.005 Degrees; *(7) Repeatability for both angles: 0.001
Degrees; *(8) Sphere error of 20 microns; *(9) Parallelism of both
angles of 20 arcsec.; *(10) Gap opening of cradle: 90mm minimum; *(11)
Range of rotation of Eulerian cradle: 155 Degrees (+65 Degrees to -90
Degrees); *(12) Range of rotation of rotary stage: 360 Degrees; *(13)
Both the cradle and the rotary stage shall be stepper motor driven
(motors shall be included). In addition, both stages shall have means
for manual drive of stages to facilitate alignment of the sample. *(14)
Limit switches for cradle and rotary stages; *(15) The power for the
stepping motor of the rotary stage shall be conducted by a set of
contact rings built into the Eulerian cradle. No external cables may be
attached to the rotary stage or its motor; *(16) The distance from the
center of the cradle rotation tothe mounting surface of the rotary
stage shall be no less than 70 mm and no more than 85 mm. *(17) The
system shall be warranted for 1 year on parts and labor.*****Delivery
is required within four (4) weeks after receipt of purchase order
(ARO); Delivery location is the National Institute of Standards and
Technology, Building 301, Shipping and Receiving, 100 Bureau Drive,
Gaithersburg, MD 20899-0001. The FOB point shall be DESTINATION,
Gaithersburg, MD.*****Quotations will be evaluated in accordance with
Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of
quotations or offers. Award will be made based on vendors' (A)
Technical Capability to Meet Specifications (vendors shall address all
specifications, and shall provide indication of understanding and
ability to meet requirements); (B) Past Performance/Experience (vendors
shall provide three references to whom comparable units have been sold
over the past five years, including organization name, point of
contact, phone number, and fax number for each); and (C) Price. (A) and
(B), when combined, are more important than (C).*****The Government
anticipates awarding one purchase order resulting from this combined
synopsis/solicitation to the responsible vendor whose quotation,
conforming to this synopsis/solicitation, will offer the BEST VALUE to
the Government, price and other factors considered.*****Vendors shall
address all requirements in this combined synopsis/solicitation, and
shall provide clear evidence of understanding and the ability and
willingness to comply with the Government's specifications of need.
Failure to address a specification/requirement will be construed by the
Government as inability to meet the need, or the vendor's taking
exception to it.*****All vendors are to include with their quotes, a

Certifications-Commercial Items, which may be downloaded from
