Institute intends to negotiate on a sole source basis with NTM
Consulting Services, Suite 201, 3350 Mowry Avenue, Fremont, California,
94538, for the purchase of NTM Sirius Research Facility Management
Application Software, one (1) each and NTM Sirius Financial Software,
one (1) each. The Software consists of the following: (1) Research
Facility Management Application: To include (a) Protocol Management,
(b) Animal Requisitions, (c) Cage Card Generation, (d) Animal & Cage
Census, (e) Service Charges, (f) Invoicing, (g) Data Warehouse Tracking
& Reporting. (2) Financials: (a) General Ledger, (b) Expense Tracking,
(c) Labor Tracking, (d) Cost Accounting. (3) RFM, Financials and
Training Implementation: Phase I: Install Sirius at NIH site and train
an individual user. Phase II: An acceptance and testing period, will
begin for duration not to exceed sixty (60) days. At the completion of
this phase, if the government is not satisfied with the software or if
it is not functioning to the governments' expectation there will be a
total refund for the software cost. Phase III: Conduct customer
interviews to learn the business processes and how it relates to the
Sirius, and identify and document any missing gaps ( Assessment and Gap
Analysis). Submit proposal for customization costs for approval. Phase
IV: Configure and customize Sirius (pending approval of a
customization proposal). The software is a proprietary product of the
NTM Consulting Services who has total rights to the sale, distribution
and use of the product. Therefore, NTM Consulting Services is the only
source to obtain this product. This acquisition is being conducted
under simplified acquisition procedures, and is exempt from FAR Part 6.
The Standard Industrial Classification (SIC) Code 5045, Size Standard
is 100 employees are applicable to this requirement. This notice of
intent is not a request for competitive proposals. Interested parties
may identify their interest and capabilities in response to this
requirement. The determination by the Government not to compete the
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
future competitive procurement. Responses to this announcement,
