International Trade Administration (ITA), Central and Eastern Europe
Business Information Center (CEEBIC) has a requirement for a contractor
to provide services as a Romania Program Specialist who will implement
its specialized program initiatives and focus on the development of
commercial ties between Romanian and U. S. companies. The purpose of
this position is (1) to carry out the promotion of U. S. exports and
investment specifically to Romania and (2) to make the U. S. business
community fully aware of the opportunities and challenges of doing
business in Romania. 1)The Contractor will provide business information
and counseling on the commercial opportunities available to U. S.
companies available in Romania. The Romania Program Specialist will
offer advice on trade regulations, investment climate, best markets for
U. S. companies, changes in legislation that affect the U. S. business
community, sources of finance, and maintain a list of contacts that
can assist the U. S. business community. 2) Conduct outreach to the U.
S. business community about the commercial opportunities in Romania
and the services that CEEBIC offers to assist them. The Contractor will
speak at conferences, attend trade events, and participate in relevant
Romanian focused events. 3) Interact with CEEBIC Overseas Specialist
in Romania to receive commercial information from the embassy and to
enhance follow-up with U. S. companies. 4) Increase efforts to monitor
CEEBIC'S success in Romania in order to demonstrate that CEEBIC has
achieved its goals with the Romania program. The Romania Program
Specialist will follow up with the companies that he/she has assisted
and will document success of U. S. exports and/or investment. 5)
Interact with other U. S. Government agencies such as USAID, EBRD,
World Bank, IFC, TDA. The Romania Program Specialist will maintain
successful contacts with other U. S. government agencies and gather
up-to-date information that U. S. companies can utilize in order to be
fully aware of all commercial developments and opportunities specific
to Romania. 6) Interact and develop liaison with Romanian focused
organizations such as: the Romanian-American Enterprise Fund (RAEF),
the Romanian American Capital Trade & Development Group, and the
Romanian-American Chamber of Commerce (RACC). This will be evaluated on
a "Best Value Basis" giving due consideration to price, approach and
