Force Research Laboratory, Rome Research Site (AFRL Rome) has a
requirement for Elevator Inspection, Maintenance and Service on
approximately 3 elevators. Two elevators are located on Rome Research
Site, Griffiss Park, Rome NY and one elevator at Newport Site, NY. The
brands of equipment being used are Gilbert, Globe Hoist, DeLaval and
Rotary Lift. The contractor will be required to provide all labor,
tools, transportation, equipment and/or material and supplies and any
other items or services necessary to to provide preventive maintenance
services. Request for Quotation is scheduled for issuance on or about
28 August 2000. Basic contract is anticipated for the period of 1
October 2000 through 30 September 2001, with four, one-year option
periods extending through 30 September 2005. Services will be procured
pursuant to the requirements in FAR Part 12, Acquisition of Commercial
Items. All responsible sources may submit a quote which shall be
considered by the agency. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions are
not considered to be "significant concerns" and should be communicated
directly to the Contracting Officer, Shirley M. Zakala, Phone
315-330-2323. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. The Ombudsman
for this acquisition is Lt. Col. Ralph Lentz, Chief, Contracting
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposal or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have not been previously brought to the attention of
the Contract Specialist/Contracting Officer and could not be
