The contractor is to provide delivery services to transport clean textiles from the VA Pittsburgh Healthcare System, HD Divsion,7180 Highland Drive, Pittsburgh, PA 15206, to the following locations: 1) James E. Van Zandt Department of Veterans Affairs Medical Center, 2907 Pleasant Valley Blvd., Altoona, PA 16602; 2) Department of Veterans Affairs Medical Center, 1111 East End Blvd., Wilkes-Barre, PA 18711; 3) Department of Veterans Affairs Medical Center, 1400 Black Horse Hill Road, Coatesville, PA 19320; and 4) Department of Veterans Affairs Medical Center, 1700 S. Lincoln Avenue, Lebanon, PA 17042; and return soiled textiles for laundry processing to the VA Pittsburgh Healthcare System making three (3) loops per week for the estimated period November 1, 2000, through October 31, 2001. The contractor will be responsible to deliver and exchange approximately 2,500 pounds of clean textiles to Altoona, approximately 7,500 pounds of clean textiles to Wilkes-Barre, approximately 10,000 pounds of clean textiles to Coatesville, and approximately 7,500 pounds of clean textiles to Lebanon; and return approximatley 27,500 pounds of soiled textiles to the VA Pittsburgh Healthcare System, HD Division. The contractor must furnish legally licensed semi truck drivers competent in over the road driving and the maneuvering of tractor trailer trucks. The contractor is responsible for furnishing at least three (3) tractors and six (6) covered trailers (45-foot length) suitable for textile deliveries. The trailers must be capable of accommodating sanitizing procedures in accordance with the Joint Commission on Accreditation of Hospitals. One tailer will be placed at Wilkes-Barre, one at Coatesville, and one at Lebanon. The driver will drop one trailer and hook up or exchange another trailer at these locations. Altoona will require a tailgate delivery. The semi tractor-trailer truck drivers must meet all Federal, State and local legal requirements. A certificate from the Pennsylvania Public Utilities Commission (PUC) stating that the contractor is a common carrier is required for performance of this contract and must be obtained prior to the estimated November 1, 2000, start date. Estimated solicitation issue date is September 1, 2000. This procurement is being conducted under the FAR Subpart 13.5 test program. The agency will conduct the procurement according to FAR Parts 12 and 13. The requirements of FAR Part 12 apply subject to the order of precedence provided at 12.102(c) and includes the use of the provisions and clauses in FAR Subpart 12.3. The simplified acquisition procedures of FAR Part 13 apply. All responsible sources may submit an offer which will be considered by the atnecy.
