The proposed contract action is for services, which the Government intends to solicit and negotiate with Public Affairs Management, San Francisco, CA unless as a result of analysis of acceptable responses to this notice a determination is made by the Government to issue a competitive request for quotations. Public Affairs Management is the sole source able to provide these services due to their knowledge of local sensitivities and public preferences, knowledge of recent project history, knowledge of the concerns and positions of all the major stakeholders, and knowledge and specialized expertise in the technical environmental and ecological issues. The required services are to provide public affairs support for the Base Environmental Coordinator (BEC) and Restoration Advisory Boards (RAB). The public affairs support includes public noticing, meeting coordination, technical meeting records, newsletters, news collection, review and revisions of the newsletter program, public records, and interpretation. All interested persons may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations. The Government will consider responses received within 10 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
