Military Traffic Management Command is seeking information to ascertain
the availablity of ocean liner service from CONUS ports to the Andros
Island, Bahamas. This is not a solicitation, but being requested for
planning purposes only. This Systems Requirements Specification (SRS)
defines the annual requirements for the movement of ocean cargo from
the continental United States (CONUS) to and from the Naval Undersea
Warfare Center AUTEC (ASD) Facility on Andros Island, Bahamas. 1.
Estimated Work Load Annual: 16,000 measurement tons 11,000,000 lbs a.
Monthly Average: 1400 measurement tons 950,000 lbs b. Max/Min weekly
shipments: Max: 900 measurement/tons Min: 136 measurement/tons 2.1
Approximate Load Breakdown by Type of Container (Annually). a. CONEX
(based on 85% fill rate):210 boxes 5800 measurement/tons b. Flat Racks:
145 boxes 3900 measurement/tons c. Deck (including Vehicles/Weapons):
3200 measurement/tons d. Open Top CONEX:32 boxes 1000 measurement/tons
e. Chill Items: 31 boxes 833 measurement/tons f. Freeze Items:28 boxes
758 measurement/tons g. Vehicles/Trailers 15 ea. Up to 30 tons GVW 3.
Delivery Requirements a. Typically require material delivery 3-10
business days from date of request for ocean transportation (booking).
b. Require drayage services between our receiving facility and ocean
transport port facility. (Note: Receiving facility will be located
within 10 mile radius of chosen port) c. Require 15-30 leased cargo
containers with chassis (CONEX, flat rack, or open top, depending on
material requirements). d. Require leased freeze and chill boxes to
accommodate type products. e. AUTEC can consolidate and plan loads
based on vendor schedule. 4. Hazardous Materials/Waste and Explosives
4.1 There will be requirements to transport expended exercise weapons
from ASD to CONUS up to twice per month. These are classified as Class
1.4 explosives. 4.2 Hazardous materials consisting of DOT packaged
Flammables, Corrosives, Bottled Gases including chlorine and propane
will be shipped from CONUS to ASD. 4.3 Hazardous waste will be
transported from ASD to CONUS. This will be in "over packed" containers
inside a trailer which conforms with DOT requirements for over the road
transport. OTTO fuel residue will be transported in a 5000 gallon tank
trailer. Information may be submitted via email as listed below or

MTAQ-JI. DO NOT SUBMIT RATES. 5. CONUS Port Services a. Service to be
provided on normal business day (M-Fri) during normal business hours
(7am-6pm) b. Require temporary (short-term) storage area for containers
awaiting movement towards the final destination. c. Port must
accommodate roll-on, roll-off capability. 6. Andros Island Port RO/RO
and over-the-side operations are conducted at Harrison Wharf in the
slipway between the pier and the Marine Services building. The AUTEC
Harbor at Andros Island has a depth of 20 feet. There is a dredged
depth of 15 feetalongside Harrison Wharf where the vessel moors.
Maximum vessel beam is 48 feet and the maximum LOA is 250 feet. Shore
cranes are currently available one with a maximum lift capacity of 60
tons and the other with a 20 ton capability, however it these should be
planned for use on an exception basis. Most operations are intended to
be RO/RO 7. Alternate Harbors a. Freeport, Bahamas: A deep water port
with RO/RO accommodations. Vessels that can safely berth at Andros
Island can berth at Freeport. b. Nassau, Bahamas: A deep water port.
