R- -TEAM DEVELOPMENT CONSULTATION SERVICES The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The U.S. Environmental Protection Agency (EPA) under a competitive solicitation contracted with Catalyst Consultants in 1996 to provide team building and team leadership training to the Health and Ecological Criteria Division (HECD) in the Officer of Water. In the past year HECD has hired additional personnel and structured new teams, and requires the new staff to be trained on the existing team aspects and concepts to accommodate the new members to the existing team structure and thinking. Accordingly, the EPA proposes to negotiate a sole source contract with Catalyst Consultants, Inc. to provide the additional requirement. The reference number for this action is CHT013.
