As stated in the initial synopsis, this Request For Proposals (RFP) issoliciting offers to select a Primary Supplier (PS) and a Secondary Supplier (SS) of pharmaceutical products for Government Medical Treatment Facilities in our European Region. DSCP intends to award a "PS" contract for the Region. An "SS" contract will also be issued, if it is determined to be in the best interests of the Government. DSCP intends to award a 2-year base ordering period contract with three 2-year option periods for both the "PS" and "SS". Potential offerors are required to submit both a business and technical proposal in response to this solicitation. Following evaluation of their initial proposals, each offeror will required to give an oral presentation at DSCP. An offeror may also be required to give a demonstration of its electronic order entry system at that time. This acquisition will be awarded under Part 12 "Acquisition of Commercial Items" using a Tradeoff Process under Source Selection Procedures -- all technical evaluation factors plus a Past Performance factor, when combined, aresignificantly more important than price.
