The authority for this order is FAR 6.302-1, only one responsible source and no other supplier or services will satisfy current agency requirements. The order will be for the commercial services of Margaret Zahn, PhD, and a research assistant, to prepare a strategic plan for the National Institute of Justice regarding future directions that violence research should take. The plan will develop not only directions that funding should support, but also the organizational and personnel requirements that will help maximize implementation of the plan. Dr. Zahn is uniquely qualified because of her national reputation in this field and broad experience in violence research from an interdisciplinary perspective, as well as her familiarity at the national level with the conduct and funding of research in this area. This is not a solicitation and no request for quotations will be prepared. Interested vendors must submit a capability statement and cost proposal no later than Friday, September 1, which will be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
