Propulsion Directorate (AFRL/PR -- West), Edwards AFB, CA is involved
in advanced propulsion technology development supporting tactical,
boost, and space propulsion, and is seeking sources capable of
providing related advanced research and engineering support. Typical
research and engineering support efforts include analytical, numerical,
systems and affordability/failure analysis; experimental testing, data
acquisition and reduction, testing, hardware design and development,
software development, financial and technical advice, acquisition
support and management. These efforts will be concentrated on the
following areas: 1. Liquid Propulsion Technology Activities are related
to liquid rocket propulsion systems and components for pump-fed,
pressure-fed, and RBCC (Rocket Based Combined Cycle) using both
cryogenic and storable propellants. 2. Solid Propulsion Technology
requires the application of new and innovative materials, design
processes, and fabrication processes for solid propulsion. 3. Emerging
Technology covers the applied sciences and technologies of boost, post
boost, satellite, and kinetic energy weapons systems such as electric
propulsion, solar propulsion, High Energy Density Materials (HEDM) and
performance concepts including avionics and sensors and other emerging
technologies. 4. Spacecraft Propulsion Technology supports spacecraft
applications such as: satellite, post boost vehicle and divert and
axial propulsion programs, multi-pulse ground-based upper stage booster
programs, satellite and Space Vehicle hardware
integration/demonstration, attitude control, orbital transfer, and
repositioning efforts. 5. Systems Integration and Analysis includes,
but is not limited to integration and investigation of competing
performance concepts and subsystems such as avionics, sensors, and
propulsion for missiles, space transportation systems, military
aerospace vehicles, air/ground launched missiles, spacecraft and
satellite systems. It includes the use, modification, development,
and/or acquisition of analysis tools needed to analyze these
performance concepts. 6. Financial Management Support includes
providing adequate financial support to the Government by financial
analysts with the understanding of R&D programs. The SIC code for this
effort will be 8731. Effective October 1, 2000, the North American
Industry Classification System (NAICS) number for this effort will be
54171. This acquisition will be a recompete of the current contract and
it is anticipated that a cost plus award fee contract will be awarded.
The period of performance will consist of a three year basic contract
with one, two year option. Contract Award is estimated to take place
March 2001. Source Selection procedures can be found in Federal
Acquisition Regulation (FAR) Subpart 15.3 _ Source Selection, Air Force
FAR Supplement (AFFARS) and Air Force Materiel Command FAR Supplement
(AFMCFARS) thereto. These regulations are available electronically at
the Air Force (AF) FAR Site, http://farsite.hill.af.mil and will be
used to obtain the best value for the Government for this acquisition.
In using the best value approach, the Government will award to an
offeror who gives the greatest confidence that they will best satisfy
our requirements in an affordable manner. An electronic bulletin board
will be available by September 1, 2000 which will contain information
relating to this acquisition. The Edwards AFB Marketplace is available
on the internet at : http://bsx.org. The draft RFP and Task Assignment
Plans will be posted incrementally to this site. Please visit the
Edwards AFB Marketplace frequently for updates, changes and additions
to this acquisition. This synopsis constitutes one form of early
industry involvement and the Government requests industry
recommendations, opinions, and feedback. Industry questions, comments
and suggestions in reference to this acquisition are greatly encouraged

through September 29, 2000 on an appointment basis only. An observation
period of two hours will be provided for interested firms during the
one-on-ones meetings. Industry responses to this advanced synopsis
should be received no later than September 22, 2000. The Government
will formally synopsize the Request for Proposal (RFP) following
industry feed back sessions utilizing the data gathered during early
industry involvement with an anticipated RFP release date of 01
November 2000. This acquisition may involve data that are subject to
export control laws and regulations. A foreign disclosure review of the
technical data has not been accomplished yet. If the review determines
that data are subject to export controls, only contractors who are
registered and certified with the Defense Logistics Services Center
(DLSC) shall be provided copies of the solicitation or other data
subject to foreign disclosure restrictions. Contact the Defense

certification process. An Ombudsman has been appointed to address
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The Ombudsman does not diminish
the authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government Personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
