synopsis/solicitation for various commercial items/services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, a quote is being requested and A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation N61339-00-T-0139
is issued as a request for quote and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-19. The
solicitation shall be awarded on a sole source basis to Dimensions
International, Orlando, FL. The SIC Code for this solicitation is 8711
with a size standard of $20mil. The following items are required per
Statement of Work: CLIN 0001, Training System Support Document (TSSD)
for the 2F171, CH-53E Aircrew Procedures Trainer (Apt), 1 Lot; CLIN
0002, Operation and Maintenance Manual Graphics Drawing Support, 1 Lot,
CLIN 0003, Travel for Information Gathering to Develop TSSD and
Drawings, CLIN 0004 (Option): TSSD Pocket Check List (PCL), 1 Lot, CLIN
0005 (Option), Instructor/Operator Training Course, 1 Lot; CLIN 0006
(Option), Travel for Training Course Presentation, 1 Lot. Statement of
Work. 1. Scope. This Naval Air Warfare Center Training Systems
Division (NAWCTSD) Statement of Work (SOW) establishes the requirements
for creation of a CH-53E Aircrew Procedures Trainer (APT) Training
System Support Document (TSSD) (P-8199), creation of a Training System
Support Document (TSSD) Pocket Checklist (PCL) (P-8200), creation of
a repeatable Training Course and for Graphics Support for the
Operations and Maintenance (O&M) Manual as required. This effort is
being contracted through the GSA schedule. 2. Applicable Documents. The
following documents apply: MIL-STD-38784 -- Standard Practice for
Manuals: General Style and Format Requirements, MIL-HDBK-29612-1,
MIL-PFR-29612A Training Data Products, P-7053 -- Instructor Utilization
Handbook (IUH), AH-1W Super Cobra Weapon System Trainer, Device 2F136,
dated 2 November 1994, P-7054 -- Instructor Utilization Handbook
Pocket Checklist (PCL), AH-1W Super Cobra Weapon System Trainer, Device
2F136, dated 2 November 1994. 3. Requirements. 3.1 General. The
contractor shall provide the necessary program management, logistics
support, and technical writing ability to develop a Training System
Support Document (TSSD), Training System Support Document Pocket
Checklist, develop a repeatable training course, present the training
course, and provide Graphics Support for the Operations & Maintenance
(O&M) Manual. 3.2 Detailed Requirements. 3.2.1 Analysis. Manned Flight
Simulator and Training Systems Division have teamed for the completion
of the CH-53E APT Modification. The contractor shall make a site visit
to NAWCAD Patuxent River, MD no later than two months after GSA
schedule award for the purpose of assessing the status,
comprehensiveness, and validity of the existing device and to review
all existing device documentation. The contractor shall make additional
site visits as required. 3.2.2 Training System Support Document (TSSD).
The contractor shall prepare a TSSD (P-8199) for the 2F171 from the
data gathered during the site visit(s). The TSSD shall accurately
identify and explain all operational and instructional features of the
2F171 and shall be in the same style and format of P-7053. 3.2.2.1
Preparation. 3.2.2.1.2 Scope. The scope of the TSSD shall be in
accordance with MIL-HDBK-29612-1 and P-7053. 3.2.2.1.2 Illustrations.
Illustrations shall be prepared in accordance with MIL-M-38784B and
shall be included to facilitate interpretation of textual material.
3.2.3 Pocket Checklist (PCL) (Option). The contractor shall prepare a
TSSD PCL (P-8200) for the 2F171 from the data gathered during the site
visit(s). The PCL shall be a stand-alone, condensed procedural
document in the same style and format of P-7054. 3.2.3.1 Preparation.
3.2.3.1.1 Scope. The scope of the PCL shall be in accordance with
MIL-HDBK-29612-1 and P-7054. 3.2.3.1.2 Illustrations. Illustrations
shall be prepared in accordance with MIL-STD-38784 and shall be
included to facilitate interpretation of textual material. 3.2.3.1.3
Minimum. The PCL shall be a condensed version of the operating
procedures contained in the TSSD for each mode of operation of the
training device. Like the TSSD, the PCL shall have chapter tabs added
to help the student in use of the PCL. 3.2.4. Instructor/Operator
Training Course (Option). The contractor shall prepare an electronic,
repeatable (40) hour Instructor/Operator training course in HTML
format. The contractor shall present the training course starting on
the first Monday following device acceptance on site. The training
shall be for Instructor/Operator repeatable training course a maximum
of ten (10) designated device instructors. The training course shall
use the TSSD and PCL as the primary reference documents and shall train
the students on the complete utilization of the 2F171 CH-53E APT
device. 3.3 Graphics Support for the O&M manual. (Option). Additional
graphics support shall berequired for the O & M Manual. This support
shall consist of additional drawings and text identified by NAWCTSD.
Drawings for the O&M shall reside in Auto-CADD 2000, or later version,
importable into Word. Line drawings shall reside in CALS compliant
graphic files and be capable to be imported into Microsoft Word. Text
will be in the latest version of Microsoft Word. 3.4
Conferences/Meetings. 3.4.1 Kick-off/Post Award Meeting. The contractor
shall host an informal post-award meeting at the contractor's facility
within seven (7) working days after GSA contract award on a mutually
agreeable date and contractor personnel, clarify operating procedures
within the terms of the contract, and establish communication lines for
transmittal of routine information or questions. 3.4.2 In Progress
Reviews (IPRs). 3.4.2.1 30% IPR. At approximately the 30% stage of
completion of both documents, the contractor shall make electronic
copies of the documents developed available for Government review on
the contractor's File Transfer Protocol (FTP) or World Wide Web (WWW)
site. A formal conference is not required at this stage of completion.
3.4.2.2 80% IPR. At approximately the 80% stage of completion of both
documents, the contractor shall host an IPR to review the contract
services rendered and the progress and development of the TSSD and
Pocket Checklist. The IPR shall be held on a mutually agreed date,
approximately five months after completion of the 30% IPR and shall
last no longer than three (3) days. 3.5 Validation and Verification. A
joint contractor validation and Government verification shall take
place at NAWCAD, Patuxent River, prior to the preliminary documents
being submitted to the Government. Validation is the process by which
the contractor tests the technical contents of the documentation for
adequacy and accuracy. The contractor shall validate the documentation
by utilizing the operation instructions on the 2F171. Verification is
the process by which the Government tests the technical contents of
the documentation for adequacy and accuracy. The joint
validation/verification shall be on a mutually agreed upon date,
approximately one month prior to the device Ready for Training (RFT)
date, and last no longer than five days. 3.6 Deliverables. 3.6.1
Program Progress Report. The contractor shall prepare a monthly status
report delineating the delivery order tasking progress and
highlighting actual or potential problem areas. The progress report
shall be prepared in accordance with the CDRL. 3.6.2 Training System
Support Document, P-8199. The contractor shall prepare a new Training
System Support Document, using document P-7053 as a format guide. The
TSSD shall be prepared in accordance with the CDRL. 3.6.3 Training
System Support Document Pocket Checklist, P-8200. The contractor shall
prepare a new Training System Support Document Pocket Checklist, using
document P-7054 as a format guide. The Pocket Checklist shall be
prepared in accordance with the CDRL. 3.6.4 Training Course. The
contractor shall prepare and present an electronic, repeatable
Instructor/Operator training course. The Instructional Media Package
shall be prepared IAW the CDRL. 3.7 Government Furnished Resources.
Information Sources. NAWCAD Patuxent River library will be available
for use upon coordination with appropriate personnel. Photocopying of
documents may be permitted. Delivery shall be made FOB Destination. The
following FAR/DFAR provisions and clauses apply to this acquisition:
52.212-1, 52.212-3 ALTERNATE 1, 52.212-4, 52.212-5 (Dev), 252.212-7001.
The following subparagraphs of FAR 52.212-5(b) apply: (12), (13), (14),
(15), (16), (22). The following subparagraphs of FAR 52.212-5(c) apply:
None. The following clauses of DFARS 52.212-7001(b) and (c) apply:
252-225-7001. A COMPLETED COPY OF THE FOLLOWING MUST BE INCLUDED WITH
THE QUOTE: FAR 52.212-3 AND DFARS 252.212-7000. The following clause
also apply: DFARS 252.204-7004, "Required Central Contractor
