- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request For Quotation (RFQ) 36-00-16 and offers are to be received by 4:30 pm EST at USDA Forest Service, Savannah River, P. O. Box 700, New Ellenton, SC 29809. Offers shall be mailed to address shown in this announcement or faxed to Chris Banks at (803) 725-1807. The solicitation document and incorporated porvisions and clauses are those in effect through Federal Acquisition Circular 97-19. This solicitation is set aside for businesses in the SIC code 3826 and have a small business size standard of 500 employees or less. The following is a description of item(s) including minimum requirements: An automated ion analyzer system that operates on the principles of Flow Injection Analysis (FIA) is required to determine ion concentrations in soil, plant tissue and water samples. Segmented flow analysis systems are not acceptable. The FIA instrument must provide 5 minute start-up, 10 minute changeover, and 5 minute shutdown. Sample processing capability should be 120 samples per hour with baseline resolution to within one percent of full scale over a range of two orders of magnitude. The system must provide corrected data in real-time. The system must be field upgradeable to include the technology of column-suppressed ion chromatography (IC). The IC unit shall operate simultaneously and independently of FIA and share interchangeable components including, but not limited to, sampler, dilutor, sampling pump, electronics unit and data station. Computer hardware and software for the FIA system must be included. The FIA system must also include an auto sampler with a minimum of 60 sample positions and 12 calibration standard positions. The FIA instrument must have the capability to run without the auto sampler. The FIA instrument must be upgradeable to include at least eight channels and the channels must not be stacked on any other instrument components. Analytical manifolds for the following analytes must be included: ammonia, nitrate/nitrite, bromide, chloride, sulfate, TKN, total phosphorous. The FIA instrument must be able to analyze acid-persulfate digested samples and perform in-line UV-persulfate digestions for total nitrogen and total phosphorous. All manifold fluidics must be made of an inert flourocarbon polymer, be user-accessible and user-replaceable. Chemistry blocks with internal fluidic paths are not acceptable. The instrument must be upgradeable to include an auto-dilutor, and allow for the simultaneous use of up to four auto samplers and four auto dilutors. A peristaltic pump with a minimum of 12 pump positions shall be included. The FIA must be equipped with solid-state photometric detectors that operate from 340nm to 880nm. System installation, training and a warranty on parts and labor shall be included. The Ion Analyzer System shall be delivered to Center for Forested Wetlands Research, ATTN: Carl Trettin, 2730 Savannah Hwy, Charleston, SC 29414. When submitting your offer please provide your delivery information, i.e.: 30 days after receipt of order. Delivery schedule may be considered when making an award decision for this solicitation. Specification sheet(s) information shall be submitted with your offer that provide sufficient information for the Government to determine if the Ion Analyzer offered meets all Government requirements.
