- NASA JSC White Sands Test Facility (WSTF) plans to issue a Request for Quotation (RFQ) to Purifics Environmental Technologies to evaluate their photocatalytic treatment system treatability test, using contaminated groundwater from WSTF. The groundwater is contaminated with N-nitrosodimethylamine (NDMA), N-nitrodimethylamine (DMN), and several volatile organic compounds (VOCs). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA JSC WSTF intends to enter into a contract with Purifics Environmental Technologies, London, Ontario, Canada for the treatability testing of their Photo-Cat process, in accordance with the Justification for Other Than Full and Open Competition Pursuant to 10 U.S.C. 2304(c)(1) only one responsible source. The Photo-Cat process is a proprietary treatment system designed and manufactured by Purifics, which will be evaluated by WSTF for treatment of NDMA, DMN, and VOCs in contaminated groundwater. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on September 13, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
