- Request for Proposals Public Education and Outreach Program of the Prince William Sound Oil Spill Recovery Institute Deadline for receipt of applications: September 22, 2000 Request for Proposals: Oil Spill Response Standards/Protocols for Wildlife The Oil Spill Recovery Institute (OSRI) is seeking proposals for the organization and conduct of a workshop to develop draft national standards/protocols (e.g., husbandry, veterinary care, and training/certification of persons conducting wildlife response activities) to prevent oiling of migratory birds and for capturing, stabilizing, and treating oiled migratory birds following an oil spill. Work plan tasks will be performed under the direction of a five-member Alaska-based Steering Committee (Steering Committee). Work plan tasks shall include: 1. By October 17, 2000, begin conducting a search to collect existing standards/protocols in the U.S. and elsewhere to prevent oiling of migratory birds and for capturing, stabilizing, and treating oiled migratory birds following an oil spill. Materials shall be collected in hard copy form and, when possible, in electronic form as well. The Steering Committee will provide contact information for attendees of the 2000 International Effects of Oil on Wildlife Conference and a cover letter to accompany requests for information. 2. By November 6, 2000, send workshop agenda and invitation package to individuals invited to workshop. The Steering Committee will provide the list of workshop attendees and the items to be covered during the workshop. 4. By December 8, 2000, submit completed compilation of hard copy of existing standards/protocols (indexed/cross-reference to standards/protocols to be discussed at workshop) to Steering Committee for review and approval. 5. By December 21, 2000, send hard copy of existing standards/protocols (indexed/cross-referenced) to workshop participants and each Steering Committee member. 6. Participate (in person if based in the Anchorage area) in four meetings with the Steering Committee to discuss the work plan and review progress and products. These meetings will include the following: Discuss contract requirements and expectations. Review progress and receive Steering Committee approval of agenda and invitation package. Review progress and receive Steering Committee approval of the standards/protocols package being sent to workshop participants. Review progress and receive approval from Steering Committee on distribution of workshop summary to workshop participants and other interested parties. 7. Organize and manage the workshop [e.g., prepare and send agenda and invitation, prepare information packages, and manage workshop logistics]. Arrangements for the workshop facility and hotel accommodations in Anchorage, Alaska, are not part of this project. This information will be provided to the contractor. 8. During week of February 5, 2001, serve as the workshop facilitator and recorder. 9. By February 16, 2001, submit a hard copy and electronic version of the draft workshop summary to each Steering Committee member and three copies to the Oil Spill Recovery Institute. The draft workshop summary shall include: draft standards/protocols agreed upon by workshop participants, differing perspectives, and other relevant recommendations and conclusions (e.g., suggested areas of research). 10. By March 2, 2001, forward (via email), a final workshop summary to workshop participants and other interested parties, and provide a total of 100 hard copies to the Steering Committee. Application Process Interested candidates must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI web page (http://www.pwssc-osri.org) or from the OSRI by calling (907) 424-5800. The original and five copies of the proposal, including the copy bearing the signed cover page, should be mailed to: Proposal: Oiled Wildlife Rehabilitation Standards Prince William Sound Oil Spill Recovery Institute P.O. Box 705 Cordova, AK 99574 Proposals must be submitted in hard copy form. Proposals will not be accepted by FAX or electronically and must be postmarked by the due date. Proposal Evaluation The OSRI Director, OSRI Technology Coordinator, and the Steering Committee will evaluate proposals. Proposals will be evaluated by how well they meet the needs of the RFP and by the experience exhibited by applicants in performing similar tasks in the past. For more information, refer to the OSRI Grant Policy Manual, Section 4.4.1, which can be found on the OSRI web page. Specific criteria that will be used to evaluate proposals include: 1. The capabilities, related experience, techniques and methods of the proposing organization. 2. The capabilities, qualifications, and experience of the proposing organization's key personnel. 3. The organization's record of past performance with similar types of projects. Applicants should include references to aid in evaluation of performance criteria. 4. The cost to perform the required professional services. Awards Proposals are due by close of business Friday, September 22, 2000. The award will be decided by the method described above. Awards will be made by October 6, 2000. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy manual. Additional Information OSRI provides awards for research in the sciences, engineering and technology as well as educational programs. The awardee is wholly responsible for the conduct of such programs, research and preparation of the results for publication. OSRI, therefore, does not assume responsibility for the research findings, their interpretation or implementation of programs. OSRI welcomes proposals from all qualified scientists, engineers, and educators and strongly encourages women, minorities, and persons with disabilities to compete fully in any of the research related programs described here. Privacy Act and Public Burden The information requested on proposal forms is solicited under the authority of the Oil Pollution Act 1990. It will be used in connection with the selection of qualified proposals and may be disclosed to qualified reviewers and staff assistants as part of the review process; to applicant institutions/grantees; to provide or obtain data regarding the application review process, award decisions, or the administration of awards; to government contractors, experts, volunteers, and researchers as necessary to complete assigned work; and to other government agencies in order to coordinate programs.
