- Description
- This is a sources sought notice. The U.S. Environmental Protection Agency (U.S. EPA), 75 Hawthorne St., San Francisco, CA 94105, is seeking information from interested parties in the Whittier Narrows area of Los Angeles County, California (near the City of South El Monte) who would be qualified to operate and maintain a drinking water treatment plant and receive and distribute treated water for a period of ten years. U.S. EPA currently estimates that the treatment plant could potentially process approximately 11,000 gallons per minute on a continuous basis (a total of approximately 17,700 acre-feet/year). Using U.S. EPA facilities, the interested party would extract contaminated groundwater, pump it to a centralized treatment facility, and treat it to comply with discharge requirements. U.S. EPA will work with the operator to identify potential recipients for the treated water. The operator must have the qualifications to be permitted as a public water system operator by the California Department of Health Services and must obtain a drinking water permit for the treatment facility in accordance with DHS permitting requirements, including those described by DHS their "97-005 Policy for Direct Domestic Use of Extremely Impaired Sources". The operator would also be responsible for distributing the treated water. U.S. EPA will compensate the operator of the treatment plant for costs incurred to obtain the appropriate permits and operate the above facilities in accordance with a contractual agreement. There would be a requirement for providing the Government with some type of consideration for receiving the benefit of the treated water. The operator shall produce and beneficially use or distribute groundwater in compliance with all provisions of the Court Judgment entered January 4, 1973 in Upper San Gabriel Valley Municipal Water District vs. City of Alhambra, et al., Case No 924128, Los Angeles County, California and amendments thereto. The operator shall comply with all provisions of the Main San Gabriel Basin Watermaster's Rules and Regulations established pursuant to the aforesaid Judgment. In addition, the operator shall comply with all provisions of the Court Judgment entered September 24, 1965 in City of Long Beach et al. vs. San Gabriel Valley Water Company, et al., Case 722647, Los Angeles, County, California. This sources sought notice does not obligate the Government to issue a solicitation or a contract and is being issued to gauge the level of interest in the area for the treatment and/or receipt of the groundwater.
