Description
The U.S. Army Soldier and Biological Chemical Command (SBCCOM) will host a presolicitation conference for the proposed acquisition of a Joint Service Sensitive Equipment Decontamination (JSSED) system, Block 1, in the SBCCOM Conference Center, Building E4810, on October 12, 2000 from 8:30 a.m. to 4:00 p.m., local time. The Block I JSSED system will be a semi-portable device capable of decontaminating sensitive equipment (avionics, electronic, electrical and environmental systems equipment) to a safe level for operational use. Its basic mission is to decontaminate all chemical and biological warfare agents. Operation and storage will be over a wide range of environmental conditions. The government is considering an overall acquisition approach that will require the purchase of a limited number of candidate systems, and through testing and modifications to these systems, ultimately allow the government to purchase (through the use of options) the entire production run of Block 1 systems. . This approach is further defined in the draft Statement of Work. Also, the government may elect to award up to two contracts for the acquisition and testing of candidate systems The purpose of the presolicitation conference is to provide interested parties an overview of the government's contracting approach to meet the requirements of the JSSED system. The government expects to provide information on the proposed performance specification, Statement-of-Work, contract type(s), and evaluation criteria. Pertinent sections of a Draft Request for Proposal (DRFP) are expected to be posted to the following website: http://www.sbccom.apgea.army.mil/RDA/pmsmk/index.html on or about September 15, 2000. Prospective contractors are encouraged to evaluate and challenge all elements of the DRFP, provide methods to reduce proposal and contract costs, provide feedback on the proposed pricing arrangement, and identify requirements that account for a high percentage of total cost. Special emphasis should be placed on threshold and objective requirements, verification methods identified in the performance specification, and the statement of work. Prospective contractors are also encouraged to conduct a Cost As an Independent Variable (CAIV) analysis on the following requirements, as defined in the performance specification to determine the extent these requirements may affect cost or schedule. "Unrestricted Use" Decontamination within fifteen minutes (Objective) thirty minutes (Threshold) HEMP Survivability (Objective) NBC Survivability Built in Test (BIT) Capabilities 10-year Shelf life Comments or questions from industry are requested by October 4, 2000 so the government may address these comments and questions at the presolicitation conference. It is noted that responses from prospective contractors are voluntary, not mandatory, that the government is not soliciting offers at this time, and that the Contracting Officer will determine which suggested changes will be accepted and incorporated into a final RFP. To facilitate teaming and generate dialogue, prospective contractors will be given the opportunity, if they so desire, to present information relating to their capabilities to satisfy the government's requirement. These briefings may be presented in an open forum in conjunction with the presolicitation conference and will be limited to approximately 15 minutes. Prospective contractors desiring to present information in an open forum are cautioned against presenting company proprietary or confidential information. A question and answer session will follow the presentation(s). A summary of the presolicitation proceedings including a digest of questions and answers generated during the conference will be consolidated on a non-attributable basis and posted to the internet address identified above. Pre-registration for the presolicitation conference is mandatory. Registration shall include the following information: contractor's name; complete mailing address; point of contact to include voice/data telephone number and e-mail address; preliminary comments and questions relating to the acquisition; and confirmation as to whether an open briefing is desired. In addition, foreign nationals interested in attending the presolicitation conference are required to process a request for authorization to visit the United States in connection with this conference through the respective Embassy.
