- Description
- The Bureau of Alcohol, Tobacco and Firearms intends to negotiate on a sole source basis with T.W.T. Consulting of LaPlata, MD to provide technical support services for the review of industry requests for the classification of explosives products and requests for variances from previous classification determinations and regulatory guidelines of a unique scientific nature. An expert is required to provide the following services: review correspondence and other queries submitted by federal, state, and local agencies regarding the proper classification of explosives, incendiary devices or materials, and propellant and explosive industrial tools and devices, examine each classification request for merit under 18 U.S.C. chapter 40 and 26 U.S.C. Chapter 53, confer with pertinent ATF officials and explosives industry representatives, issue classification determination recommendations to ATF, design prepare, direct, conduct and document explosive and incendiary device field tests to support explosive industry regulatory classifications, establish test methods and procedures, construct support equipment, enforce, prepare research on technical aspects of explosives investigation program initiatives and make recommendations about training equipment and staffing issues, design and instruct a Federal Explosives Law course and other explosives related courses of instructions for explosive enforcement officers. Because of the unique nature of the services required, this contractor has been found to be the only known source for this expertise. See Notes 1 and 22.
