- Description
- (i) This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. (ii) This solicitation (DTCG81-00-Q-3Y9106)is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. FAR clauses and provisions are available via internet address: http://www.arnet.gov/far/. (iv) The Standard Industrial Classification (SIC) is 3536/500 employees (information available via internet address http://www.osha.gov/oshstats/sicser.html. (v): Due to possible requirements of on-site TECHNICAL Assistance this notice is limited to the Dade, Broward, Palm Beach Florida Counties, and Puerto Rico. The government shall not pay travel expenses other than from these areas. DESCRIPTION: The U.S. Coast Guard Maintenance and Logistics Command Atlantic is seeking sources to provide rental of a 45 Ton Rough Terrain Crane WITHOUT an operator for the period 10/1/00-9/30/00 (1 year). The crane is to meet the following requirement: DIMENSION: Must fit in 32ft X 20 ft area including tie downs. LIFT REQUIREMENTS: (a) Must be able to lift a 12,000lb boat not including crane cable, hook, boom jib, lifting bridle, etc. (b) Must be able to lift this weight 30 ft from crane center. (c) Must have a 360 degree swing radius. (d) Crane must be coated with protective coating to prevent rust with extra coating supplied to maintain it. Utilize ZEP IRONCLAD Product # 1365, Corrosion Inhibitor and Protective Coating or its EQUAL. ENVIRONMENT: Crane will be on a US Army LCU 2000 vessel. The crane will be subject to sea spray during operations. Lifting boats do not cause list to LCU. Crane will be used in calm seas at anchor. TRAINING: Contractor to provide RECOMMENDED Operator/Crane Maintenance Training program information and COST and QUOTE. Contractor shall be the Trainer. The Coast Guard will have approximately 6 Training sessions during the contract period for 2 personnel for each session. Training shall include but not limited to: (a) operation of crane (b)connecting loads and slings (c) working knowledge of load tables/limitations (d) daily operational checks (e) simple trouble shooting (f) lubrication requirements (g) wash down (h) other crane maintenance not already specified. PREVENTIVE MAINTENANCE: The contractor or contractor's representative shall provide preventive maintenance as indicated: (a) Approximately 4 times during the contract period the contractor shall provide preventive maintenance for the crane to be performed at Naval Station Roosevelt Roads, PR. The contractor will be notified five working days prior to the date required. Contractor shall also, provide refresher training of crane and maintenance at this time. (b) As contacted, the contractor shall inspect the crane for wear, leaks, conditions of cable and moving parts, and to assess the general condition. The contractor shall grease and lubricate all the appropriate parts and pieces of machine to preserve it in good working order during the non-working period of the crane. A list of repairs and a cost estimate shall be sent to the contractor Officer. (c) Immediately prior to a the working period of the crane, the Coast Guard will inspect and test the crane. The Coast Guard will perform function tests on all moving parts throughout the machines capabilities and ranges of motion, check for failures, leaks, and discrepancies. The contractor will be required to perform repairs within 48 hours of notification. POINT OF CONTACT: The contractor shall provide a point-of-contact and phone number and be available 6:30am 8:00pm daily. LIABILITY AND INSURANCE: (A) The Government shall be responsible for loss of or damage to -- (1) Leased equipment, except for -- (i) Normal wear and tear; and (ii) Loss or damage caused by the negligence of the Contractor, its agents, or employees during Mobilization and Demobilization of crane; and (2) Property of third persons, or the injury or death of third persons, if the Government is liable for such loss, damage, injury, or death under the Federal Tort Claims Act (28 U.S.C. 2671-2680). (B) The Contractor shall be liable for, and shall indemnify and hold harmless the Government against, all actions or claims for loss of or damage to property or the injury or death of persons, resulting from the fault, negligence, or wrongful act or omission of the Contractor, its agents, or employees during Mobilization and Demobilization of crane. (C) The Contractor warrants that the contract price includes no cost for insurance or contingency to cover losses, damage, injury, or death for which the Government is responsible under paragraph (a). vi) Delivery date no later than 01 October 2000 . Arrangements will be made for delivery to either Miami Florida or Roosevelt Roads, PR. Acceptance: destination. FOB: destination. . This is a firm-fixed price contract. vii) Written concerns shall be accepted via e-mail to: cfreer@mlca.uscg.mil viii) All responsible sources shall submit a Quotation to Candy Freer, Fax # 757)628-4134 or 4135. ix) RFQ's are due 19 September 2000. x) The anticipated award date 28 September 2000. xi)To be considered the contractor shall comply with all parts of this notice. xii) Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. xiii) FAR provision 52.212-2, Evaluation-Commercial Items, applies and offer shall be evaluated for fair and reasonable price, technical specifications, adherence to applicable clauses, provisions, warranty, and delivery schedule. xiv) FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, SHALL BE COMPLETED AND RETURNED WITH OFFEROR'S QUOTATION. (xv) 52.212-4, Contract Terms and Conditions-Commercial Items applies.
