Description

It is the intent of the National Library of Medicine to negotiate on a sole source basis with the University of Maryland, Office of Reaearch Administration, College Park, Maryland 20742, for the Next Generation Internet Exchnage -- East (NGIX-DC). Under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisy Agency Requirement, the Government intends to solicit and will negotiate with only one source. The NGIX-DC is the only available exchange point for the Next Generation Internet (NGI) agencies for the East Coast. NLM will connect to other NGI networks and must have a NGIX connection to connect to other NGI exchange points. This notice of intent is not a request for competitive quotations, nor is a Request for Quotations available, however, all quotations received within 15 days after the date of publication of this synopsis will be considered by NLM. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
