Description
The Western Regional Air Partnership (WRAP) Modeling Forum has recommended the creation of a WRAP Regional Modeling Center (RMC). The RMC would be responsible for producing the modeling outputs necessary for meeting the requirements of Sections 308 and 309 of EPA's Regional Haze rules. The WRAP is soliciting letters of interest from organizations potentially interested in hosting such a regional modeling center. The work of the RMC will be overseen by the WRAP Modeling Forum and Emissions Forum, with input and collaboration with other WRAP committees and forums as appropriate. In order for an organization to host a RMC capable of performing the level of air quality modeling needed to meet the analysis requirements of the regional haze rule, they will need strong air quality modeling, chemistry, meteorological and programming skills. The center is expected to have one central location with approximately 2-3 dedicated staff. There will also be a virtual aspect in which in-kind services will be received from other states, tribes, regional organizations and federal agencies. The host will be expected to facilitate good communication and cooperation between the states, tribes and other participating entities. Finally, the host will need to be able to perform the standard administrative functions associated with the center. The most important attribute the host entity will need to be successful is the leadership to encourage, advocate and ultimately enlist active participation of all WRAP stakeholders. This pre-solicitation notice is directed primarily at states, tribes, Universities and non-profit research or quasi-governmental organizations. However, the WRAP will not exclude interest from for-profit entities. The following process will be used for securing a host organization. By October 2, 2000, interested organizations should send a letter to Patrick Cummins at the Western Governors' Association indicating their interest in being the host for the RMC. This letter should also contain a brief statement about the potential host's technical expertise and experience. Based on the responses received, WGA and the WRAP may chose to conduct oral interviews with potential hosts to further discern qualifications and to discuss the nature and needs of the WRAP. Subsequently, the WRAP will distribute an RFP and request formal proposals. Interested parties can review background documents by accessing the WRAP web page at www.wrapair.org.
