Description
Sandia National Laboratories, Albuquerque, New Mexico (SNL/NM) intends to contract for Architect-Engineering (AE) services, subject to availability of funds, for preparation of a Conceptual Design Report (CDR), with the option of completing the Title I and Title II design for the Sandia Underground Reactor Facility (SURF). The CDR will include the program document, alternative analysis, life cycle cost analysis, and executive summary in accordance with DOE order 413.X. Title I will include a Program document, Site analysis, Schematic Design and Design Development and Title II will follow with Contract Documents. There is also an option to proceed with Title III (construction administration). The CDR development is anticipated to begin in early November, 2000. Title I design is anticipated to begin in May 2000 with Title II to start on the completion of Title I services. The CDR and Title I and Title II documents will be classified as Unclassified Controlled Nuclear Information (UNCI). SURF's primary mission is to aid in the development and certification of radiation hardened electronic components and systems in a safe and secure environment that meets DOE's requirements for implementation of the Stockpile Stewardship Program. The new SURF facility will be about 9,000-11,000 gross square feet and provide the same functionality of an existing facility but will have security features that minimize the on-site protective forces requirements. The estimated cost of construction is between $9-$10 million. The new underground SURF must house the following operation spaces: shielded reactor room, experiment and setup area adjacent to the reactor room, limited instrumentation areas adjacent to the reactor room, and vault-type storage areas for the reactors and spare fuel components as well as other Category 1 Special Nuclear Material. The new facility will have spaces for the security functions that must be present for protection of the facility and must be constructed so that unauthorized access is difficult, with passive and active features that provide substantial delay to access by an intruder. It is envisioned that access to the facility will be from an above ground entry structure that provides for security screening of personnel, material, and equipment entering the underground facility. AE firms submitting proposals must have the following minimum mandatory experience: previous CDR experience within the past five years, DOE "L" clearance of key personal or capability to obtain "L" clearance, previous experience in design of Category II Reactor Nuclear Facility per DOE order 5480.30, 420.1, DOE standards 1020, 1021, 1023, previous experience in the Quality Assurance (QA) requirements listed in DOE 10CFR 830.120, previous civil and structural experience in design of an underground facility, project with construction budgets of $9 million or more, and proven capability of preparing CADD files in Microstation SE or later. All interested firms should submit a letter of interest together with seven (7) copies of a proposal for AE services. The proposal should include standard forms SF254 and SF255. The proposal is limited to 40 pages including the SF254/255 but not including the letter of interest. The proposals for AE services will be evaluated and scored by a committee of SNL/NM personnel based on the following specific criteria and best value procurement procedures. 1) Project Team Organization -- Project Manager and Discipline Leads roles and responsibilities, 2) Similar Experience by the AE Team -- Project specific relevance to preparation of a CDR and design of SURF, 3) Experience of Team Members -- Professional Designation/Certification/Education and Technical Experience (It is expected that team members identified in the proposal will perform the work and will be involved throughout the SURF project), 4) Programming -- User Requirements and Building Concepts, 5) CADD -- Expertise in Microstation and Software to support the Project, 6) Schedule and Cost Control -- Schedule Tracking Procedures and Cost Estimating Methodologies, 7) Quality Management -- Internal QA Process and External QA Interface.
