Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The solicitation number is PROLADS-4MKNKJ and is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The Environmental Protection Agency (EPA) anticipates that the order will be awarded to Purdue Univeristy, as a result of this solicitation; EPA believes the Global Trade Analysis Project (GTAP) modeling system-software, database and Computable General Equilibrium model (CGE) and GTAP Consortium Membership are unique products and services, not available through any other source. A firm-fixed price purchase order is anticipated to result from the award of this RFQ, which is issued as a Simplified Acquisition in accordance with FAR Subpart 13. This solicitation is not set-aside for small businesses; however, the applicable Standard Industrial Classification (SIC) code is 5045, Computers and Computer Peripheral Equipment and Software, the small business standard is 500 employees. The contractor shall provide the GTAP Modeling System and GTAP Membership to the Consortium, delivery FOB destination, to US EPA, National Center for Environmental Economics (NCEE), Mail Code: 2172, 1200 Pennsylvania Ave, NW, Washington, DC 20460. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items and 52.212-3, Offeror Representations and Certifications-Commercial Items. The offeror shall include with its quote a completed copy of provision 52.212-3. The following FAR clauses apply to this solicitation: 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. These provisions and clauses can be downloaded from www.arnet.gov. Quotes in response to this solicitation are due, and must be received, not later than 3:00 PM Eastern Time, on September 27, 2000.
