- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F45613-00-Q-5036 is issued as a request for quote utilizing Simplified Acquisition Procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. Standard Industrial Code is 8299. Small business size standard is $5M. This is a small business set-aside. Unit Small Business Specialist is Mr. David Olson (509) 247-4880; link to USAF Small Business, http://www.selltoairforce.org; link to SBA http://sba.gov: link to unit public information: http://www.fairchild.af.mil/lgcons. The contractor shall serve as a Distance Learning Program Manager in the Education Center at Fairchild AFB, WA coordinating, scheduling and monitoring the distance learning and satellite downlinks, providing some technical assistance and some administrative support (distribution and collection) to military members and their families, and DoD civilians. The contract will consist of a performance period beginning 1 Nov 00 through 30 Sep01, with an estimated 219 training sessions (units) during the performance period. This requirement has an annual funding limitation of $18,000.00. Evaluation Criteria: Award will be made to the lowest priced responsible offeror who meets the qualification requirements in the Statement of Work. Equivalent Rate applicable to this acquisition is an Education Technician $14.50 per hour plus or minus 30% fringe benefits.
