- Description
- The National Institute on Aging, Gerontology Research Center (GRC) has a requirement for veterinary services to be supplied to the GRC Animal Resource Section for the period 12/1/00 -- 9/30/01. This service is needed to provide continuous availability and regular attendance of a licensed veterinarian with specialized skills in the area of laboratory animal medicine. The contractor shall be a Diplomate in the American College of Laboratory Animal Medicine. The veterinarian will serve as a consultant to the Animal Program Director, NIA and the GRC-Animal Care and Use Committee (GRC-ACUC). The veterinarian should be located within one-hour travel time of the GRC. Regular scheduled visits to the GRC will include clinical rounds, examination/observation of animals, counsel and guidance in disease identification, and informational sessions with the Comparative Medicine Section (CMS). Additional visits will also be availabe on request. A report outlining services rendered/actions taken will be submitted to the Project Officer (PO) within 1 week of each visit. Attend, and participate as a full voting member at all GRC-ACUC meetings. There are approximately 12 ACUC meetings per year, each of which is approximately two (2) to four (4) hours in duration. Protocols will be reviewed with respect to veterinary care, husbandry, animal welfare, and compliance with the Animal Welfare Act CFR9 and PHS OLAW Policies. ACUC packages including Animal Study Proposals (ASP's) will be available for review at least one week prior to the actual committee meeting. Additional reports or consultations not anticipated will be paid at the hourly rate or portion thereof. The veterinarian will provide a minimum of 2 semiannual facility inspections of all animal resource at GRC. Such inspections shall cover the area of husbandry, disease prevention and control, humane treatment of laboratory animals, and include all areas where animal work is conducted. A report shall be submitted to the PO for each inspection, listing the results of the inspection and any deficiencies noted along with specific recommendations for correcting problems. The report shall be delivered to the PO within 1 week of the visit. In addition to the actual facility inspection, the veterinarian is expected to participate in the semiannual program review that is conducted during the GRC-ACUC meetings, and in the preparation of the semiannual program review document that is submitted to the NIH-OACU. The veterinarian will be available to provide emergency site visits for examinations, treatments, and collection of samples for diagnostic tests of animals 24 hours per day, 7 days a week. A voice call paging system is required to provide prompt notification of the veterinarian. Emergency veterinary services will be available by phone during normal working hours and through a pager that is caried by the veterinarian. Furnish expert counsel and guidance to the staff and GRC scientists about potential zoonotic disease exposure and control, including informational sessions as required. Provide professional advice to GRC scientists in animal research design and problem solving. The veterinarian will provide consultation for the sentinel monitoring program to the veterinary pathologist. Provide counsel and recommendations to assure compliance with AAALAC accreditation standards. Conduct site visits with the PO and other ACUC staff to assess conditions of GRC animals housed at other site facilities. Conduct training sesions for GRC staff. Provide other duties or consultation as needed by GRC or the PO. All responsible sources may submit their capabilities and proposals which shall be considered by the agency.
