Description

NOTICE OF INTENT: The 30th Space Wing intends to extend the Unconventional Propellant Services Contract #F04684-95-C0059 with United Paradyne Corp, for a period of six months (1 Apr through 30 Sep 01). By extending the Propellant Contract, launch critical services will be uninterrupted while the new 8 year Aerospace Support Services Contract (ASSC) is being competed under F04684-00-R0002. The current Unconventional Propellants Contract provides mission-essential technical life support systems associated with space-lift operations. Efforts include, but are not limited to: hazardous materials handling, storage and disposal; skilled technicians; sustaining engineering; permits to operate; equipment, supplies and expertise to repair PPE; operate and maintain real property installed equipment (RPIE); licenses to perform specialized tasks; hazardous operations security escort; and storing, transferring and dispensing vast quantities of hypergolic and cryogenic propellant commodities. These mission critical services provide continuing, timely, responsive and technical launch support to space lift, ballistic missile and related programs operating at Vandenberg AFB, CA and beyond. The required services must be available 24 hours a day, 7 days a week by certified personnel. Interested firms must have the ability to provide the required expertise for launch critical services and the workforce to operate and maintain the Hypergolic Storage Facility (HSF) upon award. All hiring and training of personnel, learning of mission critical systems, development of O&M procedures, and obtaining of certifications and required security clearances must be accomplished without interruption of Propellant Services or change to launch schedules. Phase-in will not be included due to the aggressive launch schedule, the criticality of services to be provided and the impact that would result from the interruption of these services. The incumbent contractor will not provide transition training since this would cause the government a substantial duplication of costs and an unacceptable delay to launch schedules. Interested parties may provide necessary information, including written capabilities statement, and past performance references to Fred Rayburn within 15 days of this publication.
