Description
Sources sought notice for small business concerns to provided regular Shuttle Bus services for the U.S. Department of Energy (DOE) in Washington D.C. and Germantown MD. The NAIC code is 485210, SIC code is 4131 and the size standard is $5.0 million in average annual receipts over the last three years. The DOE has a need for 45 passenger bus shuttle services to be provided from 7:00am to 6:30pm every Government work day. The buses must be dedicated to the contract, as there are eight (8) round trips per day for two(2) buses. The firm must have the capacity to provide nine (9) additional buses with a capacity of 45-55 passengers based on 24 hour notice. The DOE is considering adding dedicated van service in their Germantown/Gaithersburg MD. area. The vans must be powered by compressed natural GAS (CNG). Interested firms will provide information concerning the availability of 14 passenger CNG vans. The DOE does not want a "broker" small business firm who simply subcontracts out most or all of the work. The contractor must have the capability to provide all equipment without subcontracting out the work to another bus company. Buses used for regular service can not be used for unscheduled bus service. All buses or vans provided to DOE must not be manufactured any later than three (3) years from the current calendar year, thoughout the 5 year term of the contract. All buses (schedule and unscheduled) to be used by the contractor shall be: clean, modern, and dependable. Vans must have air conditioning and carry two way communications for emergencies. The buses shall be equipped with: air conditioner, lavatory, carry two way communications for emergencies, heater, passenger windows, all forward facing interstate type seats with padded backs, springs or rubber cushion seats and suitable for over the highway transportation between Maryland, Virginia and Washington DC. All buses must have an integrated luggage compartment of a minimum of 105 unencumbered cubic feet. Interested small business firms must submit the following information concerning their firm: (1) Capability statement, (2) number and type of buses owned (not leased), (3) available equipment that would be provided to meet DOE specifications and (4) list of clients for similar service.
