Description
DARPA BAA01-15 -- NOTICE OF PENDING SOLICITATION -- JIGSAW. The DARPA/SPO JIGSAW Program will perform advanced development of LADAR sensors for incorporation into a wide range of Future Combat System (FCS) platforms. Technology will be developed to support a variety of size/weight/power combinations that enable 3-D sensing, to combine data from multiple viewpoints and to assemble information from pieces as seen though holes in obscuring material, and to visualize that information in an efficient and effective manner. DARPA/SPO is preparing to issue BAA01-15 to solicit advanced technology developments and the establishment of sensor design and integration teams in support of the JIGSAW Program. Approximately $4M is available in FY01, with optional additional funding in FY02 and FY03 to support these activities. TOPIC AREAS -- Proposals will be solicited for two kinds of efforts: (1) LADAR SENSOR DESIGN AND DEVELOPMENT; and (2) ADVANCED LADAR TECHNOLOGY DEVELOPMENT EFFORTS. Up to three Design and Development contracts may be awarded, with options for additional work in FY02 and FY03, subject to the availability of funds. The Design and Development contractors will be responsible for providing complete solutions, including analyses, trade studies, prototype LADAR sensors, processing, applications analysis, roadmaps to form-fit sensors, and demonstrations providing conclusive evidence of the viability of the approach to 3-D sensing. The Technology Development Efforts, which are intended to support all of the Design and Development awards during FY01, will provide innovative solutions to LADAR data autoregistration and combining, 3-D representation and visualization, and segmentation of relevant target and target environment from background information. DARPA plans to make multiple awards in this topic area with options for additional funding in FY02 and FY03, if funds are available. GENERAL INSTRUCTIONS PROPOSAL FORMAT: Proposals, when requested, are to be prepared as web structures that will be either ZIP uploaded to a site supplied by DARPA, or provided on a single CD-ROM. REGISTRATION OF INTENT TO PROPOSE: Registration is absolutely required to permit the submission of a proposal under this pending BAA, however, completing a registration does not bind the registering entity to submit a proposal. A registration is required from each "prime" or "team lead" for each proposal to be submitted. Sub-contractors or team members that will not "lead" on a proposed effort do not require registration. Multiple proposals will require multiple registrations. PROPOSED SCHEDULE -- DARPA plans to have the solicitation announcement and supporting documentation for BAA01-15 available by 20 November 2000. The deadline for registration indicating an interest in submitting a proposal is expected to be 1700 EST on 8 December 2000. Proposals are expected to be due by 1700 EST on 5 January 2001 with awards anticipated in February 2001. However, this schedule is subject to change. BRIEFING TO INDUSTRY -- A briefing to industry for the JIGSAW Program will be held from 0900 to 1500 on 20 November 2000 at the Club Meade, 6600 Mates Road, Fort Meade, MD 20755.
