- The following questions have been posed by potential offerors to Solicitation OPM-RFP-01-1088JCB for the Office of Personnel Management's Fall Festival of Training: 1. Veterans Day 2001 falls on a Sunday. Would you then prefer the Tuesday-Friday pattern that week? This week should not be considered since the Request for Proposals (RFP) states that the dates for the festival must be during non-holiday weeks. 2. Does this group have to pay per diem? Can they go higher? Since this is a competitive procurement, we would expect that all offerors will be give us their most competitive prices. 3. What are the exact number of rooms you need blocked for each night (assuming the check in Monday, check out Thursday pattern)? We cannot give you exact numbers, but we expect to use an estimated 275 rooms the night before and each night of the festival. 4. For lodging, you state that you will need rooms the night before and the three days of the meetings and that the pattern can be either Monday through Thursday or Tuesday through Friday. Does this mean you would arrive on Sunday have your meetings Monday, Tuesday, Wednesday and checkout Thursday or arrive Monday have your meeting Tuesday, Wednesday, Thursday and checkout Friday? Monday Thursday pattern, attendees would arrive on Sunday and depart either on Thursday or Friday depending on where they live. Tuesday Friday pattern, attendees would arrive on Monday and depart either on Friday or Saturday again depending on where they live. 5. By what date do you anticipate a decision? Early February. 6. What cities are we competing with at this time? The Request for Proposals (RFP) was sent to the International Association of Conventions and Visitors Bureaus, targeting the states of Arizona, California, New Mexico and Texas, and the cities which are on their RFP selection page for that region. The RFP was also placed in the Commerce Business Daily and on the OPM Procurement Website homepage. Any city that considers itself a low risk for winter storms during the festival week is encouraged to submit a proposal. 7. Who is the decision maker (yourself? Committee?) There will be a Technical Evaluation Panel who will review the proposals and make the recommendation for award to the Contracting Officer who is the deciding official. 8. Where has this meeting been held for the past three years (hotel and city)? 1997 Hyatt, Dulles, VA. 1998 Sheraton, Columbia, MD. 1999 Radisson, Pittsburgh, PA. 9. Is it possible to get both years in one city? At this time, it is OPM's preference to have both the 2001 and 2002 conferences in the same city, at the same site. 10. Where are the attendees coming from and are they all Government employees? As stated in the general portion of the Statement of Work, the attendees are Federal agency staff who are responsible for administering the Federal benefits program within their agencies. They will be coming from throughout the United States and some foreign countries. The date and time for closing of this requirement, November 17, 2000 at 3:00 PM EST, has not been extended. Offerors are requested to include a copy of this amendment with their proposal.
