- Description
- This project includes providing all labor, materials, and equipment to demolish three existing underground fuel storage tanks, three existing unloading islands, the removal of two existing electrical aerial distribution lines, the removal of existing above grade fuel lines, preparation for abandonment of existing below grade fuel lines, and the construction of a 4,770 KL aboveground storage tank, three new loading islands, a new pump shelter, new underground electrical distribution, associated utilities and pavement and incidental related work. During performance of this work, asbestos, hazardous waste, or pollution abatement may be required. The NAICS Code is 234930. The related small business size standard is $27.5 million. The estimated cost of this project is between $1,000,000 and $5,000,000. This Request for Proposal (RFP) is a competitive negotiation, technically acceptable, low price, with both price and technical factors. Option items include (1) demo of three existing underground fuel tanks; (2) construction of the third unloading island; and (3) paving a portion of the access road around the storage tank. Performance time is 455 calendar days. This procurement is open to all business concerns. The solicitation will be provided for down load free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil/. Amendments and notices will be posted on the web site http://esol.navfac.navy.mil/ for downloading. This will be the only method of distributing the solicitation. It is the offeror's responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan holders list will be maintained and can be printed from the web site. All prospective offerors and plan centers are encouraged to register as plan holders on the web site. Plan holders lists will not be faxed and will only be available from the web site. Plans and specifications will be available on or about 27 November 2000. Location and points of contact for site visits are identified in the solicitation. If a large business concern, a subcontracting plan shall be submitted in accordance with FAR 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN (OCT 1999) ALTERNATE I (JAN 1999). All qualified responsible sources may submit an offer that shall be considered by the agency.
