Description
Description: This is a revision to the pre-solicitation synopsis released in the on-line CBD Net on 11 October 2000. Language pertaining to International Standards Organization (ISO) 9000 and site visit information are changed herein. In addition, dates pertaining to this prospective procurement have been updated (below). The Naval Aviation Depot (NADEP), Cherry Point, North Carolina has a requirement for technical data support services under solicitation number N00421-00-R-0500. The previous language regarding ISO 9000 (appearing in the original pre-solicitation synopsis) is hereby deleted. ISO 9000 registration will be a requirement for prospective offerors. ISO 9000 registration is ONLY required in ANSI-RAB (American version). Details pertaining to the specific ISO 9000 registration requirements will be delineated in the solicitation upon its release. This effort will be competed on a full and open basis. The requirements, which will be defined in a Performance Work Statement (PWS), involve Technical Data Support Services. More specifically, the Central Technical Publications Library (CTPL) provides customer services to the NADEP area command and for weapon systems assigned responsibility at Cherry Point, NC. The CTPL is made up of publication repository and the drawing repository. These functions are currently performed by a Government workforce supplemented by contractor support. A cost comparison will be conducted, under OMB Circular No. A-76, Commercial Activities Studies, to determine the source to perform the work. The Government is developing an in-house cost estimate and a contract may or may not be awarded as a result of this study/comparison. If a contractor is selected as the performing activity, an award will be made in accordance with OMB Circular No. A-76 in conjunction with all other applicable Government and Navy acquisition regulations. It is anticipated that the solicitation will be issued on a fixed-price basis and may include "time and material"/ labor hour line items to accommodate surge requirements. It is anticipated that the proposed contract will be for a base year plus four one-year option periods. The anticipated date for the release of the solicitation is 30 November 2000. Information released in the prior pre-solicitation synopsis regarding a site visit is hereby deleted. Tentatively, a site visit will be hosted on 16 December 2000 at the NADEP Cherry Point, North Carolina. Details regarding the exact time and location of the site visit will be delineated in the solicitation upon its release. Similarly, details regarding the exact time and location for receipt of proposals will also be delineated in the solicitation upon its release. Requests for copies of the solicitation must be submitted via e-mail to holmesl@navair.navy.mil. TELEPHONE REQUESTS FOR SOLICITATIONS WILL NOT BE ACCEPTED. ALL PROSPECTIVE OFFERORS MUST USE THE INTERNET TO RESPOND. All Internet responses must provide the return Internet address, mailing address, phone number, fax number, and single-point-of-contact within the body of the response. Internet responses without the aforementioned addresses/information will not be recognized. All responsible sources may download a copy of the solicitation, attend the site visit, and shall be considered by the agency. The solicitation will be available over the Internet in WORD 97TM format and will reside on the NAVAIR Home Page, located on the World Wide Web. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The Request for Proposals (RFP)/solicitation will not be released before the anticipated date of 30 November 2000. It is essential that you respond to this synopsis if you would like to be notified (i.e. electronically) when the RFP is released. A single email will be sent to all offerors who have requested to be notified when the RFP is released. Therefore, it is important that you re-send your request for notification should your email address change between the release of this synopsis and the release of the subject RFP.
