Description
The Cooperative Agreements and Technology Indicators (CATI) Databank is a comprehensive database on international strategic technology alliances. These data and analyses contribute to the conressionally-mandated publication Science and Engineering Indicators. Data for 1999 and 2000 will be used to revise and update the analysis in the chapter, "U.S. and International Research and Development: Funds and Alliances," and statistics in two tables, "Numbers of Strategic Technology Alliances, by Selected Technology" and "Distribution of Strategic Technology Alliances between Economic Blocs, by Technology." The contractor shall provide data updates to report on the distribution of strategic technology alliances between and within economic blocs, by technology, in the biotechnology, information technologies, and new materials industries. The specific regions include the United States, Europe, and Japan regions as well as World alliance totals for each of the industries indicated. The contractor shall also summarize the general trends for each of the major countries comprising the Europe region and supply updates for the appropriate tables from the 2000 Science and Engineering Indicators Report. The contractor shall furnish updates on the overall time-series, the sectoral distribution, the international distribution, and combinations of these distributions as described above. All deliverables are due on or before March 31, 2001. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS Code is 511140 (500 employees). See Notes 1 and 22.
