Description

Open-end, multi-discipline Architectual-Engineering services are needed to provide design for maintenance, repair, alteration and new construction projects for a one (1) year period from the effective date of award of a contract, with an optional one (1) year extension. Work will include: Engineering Studies, Site Inspections, Preparations for Plans, Specifications, Cost Estimates, and Design Drawings for projects. Construction contract management/inspection services may be awarded in association with this requirement. Construction falls into various categories: Building Modifications, Painting, Paving, Lighting, HVAC systems, Electrical, Fire Protection, Sanitary, Water and Storm Water Systems. The A & E design projects will be accomplished under task orders written against an Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract. Project locations are at the Willow Grove Air Reserve Station, PA and Wyoming, PA. Project #1 is "Add to and Renovate Squadron Operations Building for Life Support." The work includes: 1. a new two (2) story addition to the Squadron Operations building for a life support equipment shop, storage area and open office space, 2. the installation of new utilities to support the new addition and altered spaces and 3. upgrades to the existing HVAC, electric, telephone, fire alarm and plumbing. The IDIQ contract will have a not to exceed limit of $250,000 per year with a guaranteed minimum of $5,000. The maximum task order amount is $100,000. Evaluation Criteria is in relative order of importance: a. Specialized Experience and Technical Competence. b. Professional Qualifications. c. Professional Capacity to accomplish the work in the required time. d. Past performance on prior DOD and other contracts. e. Geographic location within the general are of work. f. Volume of DOD work to effect equitable distribution (See numbered Note 24 of the CBD). Firms desiring consideration are invited to submit three (3) copies of SF 254 and SF 255 with a cover letter specifying the dollar volume of DOD awards in the past fiscal year. No contract for the construction of a project shall be awarded to the firm that designed the project or to its subsidiaries or affiliates, except with the approval of the Head of the Agency or Authorized representative.
