Description
This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is issued as N00102-01-Q-1220 and incorporates clauses effective through Federal Acquisition Circular 97-19. This acquisition is not reserved for Small Business, however, the bidder's size status may affect entitlement to award. The standard industrial classification (SIC) code is 7359 and the small business size standard is 500 employees. ITEM 0001: SECTION C DESCRIPTION/SPECIFICATIONS C.1 Rental of 150 HP Steam Boiler (1ea) consisting of the following: 30-42 foot enclosed trailer with overhead and access doors and combustion air louver. 150 HP (minimum) rated @ 150 PSI working pressure, #2 oil fired. All safety controls, including pressuretrols and safety valves to operate the boiler up to 150 PSI steam service. #2 fuel oil storage tank sufficient to run the boiler for twenty-four(24) hours. Boiler feed tank with boiler feed pump and cold water makeup float valve assembly. Steam operated boiler feed tank preheater. Stub stack Two (2) 1 " NPT valved (shut-off) steam supply connection. 75' electrical supply cord (240/480 volt 3 phase). Lighting supply cord (110 volt) Electric unit heater back-up source to prevent trailers from freezing while boiler not in service. Chemical feed system. Valid operating certificate and registration in state of operation. Must meet all ASME and OSH safety standards for power piping systems. All electrical wiring shall be in accordance with NEC requirements. All controls and instrumentation shall be permanently mounted. Contractor shall be responsible for all routine maintenance, i.e. change oil, filters, and lubricant(s) for duration of the rental period. Filters shall be replaced prior to each delivery of the boiler. Daily liquid check(s) are the responsibility of the on-site personnel. The above components are to be piped or wired, ready for operation as soon as "single point" field connections are made. Repair service shall be provided within four (4) hours after initial notification by the contracting officer or the contracting officer's designated representative. If the boiler is not restored to full operating condition within twenty-four(24) hours following the commencement of service, the contractor will be assessed liquidated damages of $300.00 per day for each day boiler service is not available. Liquidated damages shall be waived if the contractor provides an equivalent back-up boiler during repair down-times, provided the back-up boiler is at no additional cost to the government. C.2 The Contractor shall be present during initial operation. Shipyard acceptance of the boiler rental may be pending inspection by a certified boiler inspector and satisfactory initial inspection. C.3 Equipment shall be delivered in first class operating condition. Complete operating instructions shall accompany the unit. The Contractor shall provide set-up instructions. The Contractor shall be responsible to train the on-site operator. C.4 The Contractor shall be responsible for equipment failure not arising out of abuse or negligence by the Government. C.5 The Contractor shall maintain a stringent maintenance program. C.6 The unit shall be portable and easily moved by forklift or overhead crane without special handling gear. The Contractor shall clearly indicate the weight of the unit and center of gravity. C.7 The Contractor shall provide a point of contact and telephone number for use in requesting service if a problem arises with the equipment. Transportation costs should be included in overall cost. Deliver to: Subbase New London Groton, CT 06349 C.9 Rental period to be from 12/04/2000 through 02/26/2001. Rental period subject to change slightly, depending on the production schedule. The estimated rental period is for 12 weeks (3 mos). Submit quote for weekly rate and monthly rate. A month is considered to be 4 weeks or 28 days. C.10 The Contracting Specialist of Contracting Officer are the only authorized personnel to modify the contract. . The following clauses/provisions from the Federal Acquisition Regulation(FAR) and Defense Federar Acquisition Regulation (DFAR) apply: 52.212-1(October 200), Instructions to Offerors -- Commercial items; 52.212-2(January 1999), Evaluation -- Commercial items (items will be evaluated by the lowest price technically acceptable offer who meets all the requirements and is otherwise eligible for award); 52.212-3(October 2000), Offeror Representations and Certifications -- Commercial items (note: anyone responding to this notice must provide these representations and certifications, as well as tin#, complete address and phone number, e-mail address if available, cage code and duns#. In addition, contractors must be Centrally Contract Registered to receive an award.); 52.212-4(May 1999), contract terms and conditions -- commercial items; 52.212-5(August 2000), Contract terms and conditions required to implement statutes or executive orders -- commercial items; 252.212-7001(March 2000), Contract terms and conditions required to impleent statues or executive order applicable to defense acquisitions of commercial items.
