Description

DESCRIPTION OF WORK: The work includes all architectural and engineering design and construction of a 3,164-square-meter Physical Fitness Center, complete and ready for use, including building systems, site improvements, utility lines, and connections, selective demolition and incidental related work. The work includes option items. The work shall be located at the Los Angeles Air Force Base in El Segundo, California. The exact location will be indicated by the Contracting Officer. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering FACTOR 1 -- Past Performance (Subfactor 1.1 -- Past Performance of Offeror's Team, including the design and construction members; 1.1.1 List of Sustainable Design features of similar type recreational facilities, Subfactor 1.2 -- Small Business Subcontracting Effort Past Performance, Subfactor 1.3 Resolution of Conflicts); FACTOR 2 -- Technical , (Subfactor 2.1 -- Technical Qualifications/Specialized Experience, 2.1.1 Specialized experience and technical competence of the Design-Build team members, Subfactor 2.2 Key Personnel, Subfactor 2.3 -- Quality Assurance/Quality Control Plan, Subfactor 2.4 -- Schedule of Milestones, Subfactor 2.5 -- Energy Conservation Measures); and FACTOR 3- Price. When the proposal is evaluated as a whole, Factors 1 and 2 (Past Performance, and Technical/Management) combined are approximately equal to Factor 3 (Price). The importance of price will increase if offerors in the competitive range are considered essentially equal in terms of technical capability, or if price is so significantly high as to diminish the value of technical superiority to the Government. This is not a public bid opening. -The Navy has $5,850,000.00 available for the award of the Base bid Item 0001 and the Option Items. -- Firm Fixed Price Contract is anticipated. -Contract duration is approximately 360 calendar days. -- Proposals will be considered from all responsible sources. -- This project is unrestricted. -- The Standard Identification Code (SIC) is 1542 and the North American Industry Classification System (NAICS) is 233320 and the dollar value size standard is $27,500,000. It is recommended that the small business subcontracting goal for this solicitation is 30% small business, with subsets of 5% small disadvantaged business, 5% woman owned small business, 2.% HUB Zone and 3% Veteran Owned Small Business. These percentages represent percentages of the total contract value.
