- Description
- BACKGROUND: The U.S. Army Tank-Automotive and Armaments Command is currently pursuing various technology developments that support the Army's Future Combat System (FCS) initiative. The FCS program is the pre-eminent Army program for future Army combat vehicles. The FCS is expected to be a modern, light force that does not rely solely on a heavy armor based force structure. FCS will be the means for rapid projection of a dominant presence anywhere in the world within days. Survivability technologies will therefore utilize new and advanced materials to meet these 21st century performance objectives. DESCRIPTION: The US Army Tank-automotive and Armaments Command (TACOM-Warren) will negotiate on a sole source basis under FAR 6-302.1 with University of Hawaii, Hawaii Institute of Geophysics & Planetology, School of Ocean and Earth Science & Technology (UH/HIGP/SOEST), an HBCU/Minority institution, for this effort. TACOM-Warren plans to issue a cost-reimbursement contract to generate hydrostat data for armor materials that can then be compared to existing plate impact data for modeling and simulation of armor performance. This is a follow-on effort to investigations previously performed under contracts DAAE07-99-C-Q007 and DAAE07-00-C-L058 with UH/HIGP/SOEST for boron carbide (B4C). With the proposed award, the UH/HIGP/SOEST will complete equations of state measurements (pressure-volume relationships) for additional key armor materials such as tungsten carbide (WC), titanium diboride (TiB2) and other related, advanced armor ceramics under ultrahigh pressures to 50 GPa. The contract will have a base award of one year with three option years. The procurement action will be funded with RDT&E funds. The total estimated value of this acquisition, including options, is $600K. The target award date is 31 Jan 01. See numbered Notes 22 and 26.
