Description

NASA/MSFC plans to issue a Request for Proposal (RFP) for the Next Generation Launch Services (NGLS) acquisition. The provisions and clauses in the RFP are those in effect through FAC 97-20. The Government intends to acquire a commercial item using FAR PART 12. This draft RFP is seeking industry questions or comments about NGLS acquisition of launch services for Category 1 vehicle with no prior demonstrated flight history. The intent of the NGLS acquisition is to initially award a maximum of five Firm Fixed Price (FFP)/Indefinite Delivery Indefinite Quantity (IDIQ)contract(s) for Government insight into commercially developed launch services. Competitively awarded Launch Services Task Orders (LSTO) will be used to order launch services to deliver NASA/NASA Customer (NNC) and other Government agencies Category 1 and possible Category 2 payloads to orbit. Even though the proposed launch vehicle should have no previous orbital flight history at the time of initial contract award, the Offeror must be able to support launch activities in the second quarter of 2003. Potential sources are encouraged to submit questions and comments on all aspect of the subject draft solicitation including any unnecessary or inefficient requirements. Questions and comments may be submitted on or before December 15, 2000. The use of industry comments to structure the final RFP is at the discretion of the Government. Any subsequent RFP will be synopsized prior to its release. This procurement is for a partial set-aside. The NAICS Code and Size Standard are 336414 and 1000, respectively. The Government anticipates awarding two contracts on the full and open competition and three contracts to small businesses on the set-aside portion for FFP/IDIQ contracts. The period of performance is ten years. The DPAS rating for this procurement is DO-C9. The anticipated release date of RFP 8-P-1-TD-20000 is on or about January 15, 2001 with an anticipated proposal due date of on or about March 16, 2001. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The subject draft does not commit the Government to award a contract not does it obligate any payment for cost incurred in the preparation and submittal of proposals in anticipation of a contract. The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
