Description
Notice to Re-Open the Notification of Intent to Invite Bids for = the Iceland Air Defense System (IADS) Link-16 Iceland Implementation. Reference: ESC/DIVK ltr, Iceland Air Defense System (IADS) Link 16 Implementation -- Notification of Intent to Invite Bids, dated 23 Sep = 99. Enclosed is a copy of the notice that reopens the opportunity for firms = to be added/deleted from the eligibility list for the IADS Link-16 Iceland Implementation. This Notice, sent to the U.S. Department of Commerce, = is for publication in the Commerce Business Daily. Distribution of this notice is to the delegations of the NATO Nations participating in the = NATO Infrastructure Program. This Notice is given under, paragraph 6(C)(i), the provisions of NATO Document AC/4-D/2261 (1996 Edition) dated 12 Jan 96, entitled "Infrastructure Committee The NATO Security Investment Programme Procedures for International Competitive Bidding (1996 Edition)". This referenced paragraph = instructs the host nation "...if after twelve months following the final date by = which firms must make known their desire to be invited to bid, the host = nation has not invited bids, then the eligibility list of prospective bidders should be re-opened for a period of not less than 21 days for the = addition of any other eligible bidders and/or deletion of existing bidders." = The implementation of Link-16 into IADS will provide a secure, = jam-resistant data link and voice capability between the IADS Control and Reporting Center (CRC) at the NATO Base Keflavik Iceland, and NATO Airborne / Shipborne platforms operating in the Iceland Military Air Defense Identification Zone (MADIZ). The implementation will also provide the = CRC with air and weapon control, surveillance, and information management capabilities over Link-16. This coverage will be provided by installation of a Link 16 terminal at each = of the four IADS Remote Radar Heads (RRHs) located in the southwest, northeast, southeast, and northwest regions of Iceland. This program comprises three main efforts: 1) acquisition of Link 16 hardware and software; 2) changes to baseline IADS hardware/software to support Link 16; and 3) providing a cryptographic remote re-keying capability for = the terminals. The IADS Link 16 acquisition shall focus on the reduction = of technical, schedule, cost and supportability risk through the use, to = the maximum extent possible, of Commercial Off-The-Shelf (COTS) and Non-Developmental Items (NDI). Emphasis will also be on mitigating the impact of the harsh Icelandic environment on on-island schedules, the design of exterior installations, and logistic support. The rough cost estimate of the project is $22 Million US [NAU 6 Million (@ 1-NAU =BB 3.626-$US)]. This procurement will be = financed under the NATO Infrastructure Program and will be conducted in = accordance with NATO's document AC/4-D/2261, "Infrastructure Committee The NATO Security Investment Programme Procedures for International Competitive Bidding (1996 Edition)". Authorization to proceed with implementation = of Link 16 into the NATO IADS was provided in NATO doc AC/4-DS(99)24, = dated 07 July 1999, page 25, Section IV "Signals Section", para 1(a); and = NATO doc AC/4-DS(99)26, dated 11 August 1999, page 6, Section IV "Signals Section", para 2(b). The contract type will be Fixed Price (FP). The contract shall require the contractor to provide the necessary = personnel, material, services and facilities to design, develop, test, = manufacture, inspect, integrate and support Link-16 integration into IADS. The = contract shall require changes to IADS software be accomplished via Raytheon, Integrated Systems = Division, who owns the software data rights. The contract shall require the contractor to install the Link-16 in six separate facilities in = Iceland. The Contractor shall be required to meet the capabilities identified in "Cahier des Charges". The anticipated time to complete the contract is = 3 years. The final date by which firms must have formally expressed = their desire to be invited to bid is 21 Dec 2000. The Cahier des Charges planned distribution date is not later than 12 Jan 2001. The intended closing date for bids is April 2001. Bids must be valid until December 2001 (estimated contract award date is June 2001). A minimum security clearance of NATO Secret is required on this project. [Note: Since = part of the Invitation For Bid will contain classified information, it is incumbent on us to verify that each eligible contractor has a NATO Secret Facility Security Clearance (or higher) and has been NATO briefed prior to releasing the Invitation For Bid package. This can be a time consuming process and result in = delays. To avoid such delays, we suggest additional eligible bidders have their National Security Authority (NSA)/Designated Security Authority (DSA) verify to us the status of their Facility Security Clearance and NATO briefing prior to IFB release. Your facility security clearance and = NATO briefing may be FAX to us at 781-377-1512. Should we release the IFB prior to receipt of your company's clearance, we will send you the IFB package minus any classified data (which is needed for requirement validation).] The project identifier is Link-16 Iceland; F19628-00-B-0001. The envisaged method of bidding this project will be the NATO Two Step Procedure. Life cycle consideration is applicable. The above dates are schedule estimates and may require adjusting, as our schedule leading to contract award is refined. In addition, a Bidders' Conference will be scheduled after the Cahier des Charges is released. Please provide a Declaration of Eligibility by 21 Dec 2000 stating any additional firms that have expressed an interest = to be included in this IADS Link-16 Implementation or previously eligible firms that have requested that they no longer remain on the eligibility list. In order for a firm to be certified, it must receive the certification from its nation as to their financial, technical, and professional competence to undertake a project of the scope presented = in this Notice of Intent to Invite Bids [See Annex V to = AC/4(PP)-D/2261(1996 Edition)]. All companies desiring to participate in bidding as the prime = contractor on this NATO Infrastructure Program must be certified by the US = Department of Commerce (for US firms) or the appropriate government agencies of = NATO nations contributing to the NATO infrastructure Program. The Ombudsman = role is to hear concerns, issues, and recommendations and communicate these = to the appropriate government personnel. The Ombudsman will maintain = strict confidentiality if desired.
