Description

The National Institute of Standards and Technbolgy (NIST) intends to procure on a sole source basis, the services of Marc Pedulla, 147 Westway Rd., Greenbelt, Md. The tasks to be performed includes taking measurements of the SRM 2800 specimens using the system developed in phase I. The Contractor will perform testing of the ADM control system. This acquisition is to be accomplished under the authority of FAR 13.106(1)(b), which permits sole source acquisition when only one source is reasonably available. The anticipated period of performance is from date of award through March 15, 2001. This is a sole source requirement because the Contractor is uniquely qualified to perform this work because of experiences gained during Phases I through III. Phase IV requires knowledge of the previous phases. Therefore, award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would result in unacceptable delays in fulfulling the agency's requirements. It is anticipated that a Firm Fixed Price purchase order will be awarded. This notice of intent is not a request for competition. However, the Government will consider all responses received by 3 p.m. on the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A soliciataion is not available.
