- Description
- The Department of Energy, Richland Operations Office, Office of Special Concerns, intends to award a simplified acquisition on a sole source basis to Clifford, Lyons, and Garde, 1620 L. Street NW, Suite 625, Washington D.C., 20036. The basis for this requirement is Legal/Consultant services to provide services to enhance the Employee Concerns Program at the Hanford site. The contractor shall demonstrate the following skills/experience as follows: a) benchmark with other similar organizations (inside and/or outside the government);b)review DOE RL ECP program procedures, investigation practices and guidelines and a random sample of case files; c)facilitate a series of retreats with RL ECP and Hanford Contractor program representatives; d)provide recommendations on necessary revisions to the Richland Operations Office (RL) Employee Concerns Program (ECP); e) provide guidance and assistance on specific employee concern cases as needed; f)provide guidance and assistance in implementing policy changes; g) experience as an independent auditor and/or similar oversight activities of Employee Concern Programs (ECP) as necessary; h) background and experience in development of measurable attributes and key performance indicators to guide culture change process; i) experience in development of ECP, including training and advisory services; j) experience in development of alternative dispute and problem resolution processes; k) detailed knowledge of the regulatory scheme for protection of employees who raise concerns of safety violations and/or retaliation, l) experience in commercial nuclear, regulatory and other similar industry models, m) legal work experience to include research and writing of jurisdictional parameters of ECP, developing and interpreting contract language on issues of employee and labor-related disputes, and n) experience in representing whistleblowers against government agencies and private employers as background perspective for assisting agencies and companies with how to properly deal with employees who raise concerns. The proposed simplified acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Other qualified individuals, that can demonstrate the ability to provide this type of service, are invited to submit information as to their capabilities and any other pertinent information to the address above, to be received no later than 15 days from the date of this notice. No solicitation will be issued. It is anticipated that award of this requirement shall be on or about January 4, 2001. (see numbered notes 1, 22).
