Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for 22 KIP SERVOHYDRAULIC TEST SYSTEM in accordance with the following specifications: Specifications For Servohydraulic Test System 22,000 lbs Capacity Nominal dynamic load rating: +/-22,000 lbs. Test space: * Width: 21 inches. * Height: 5.75 inches to 51.5 inches. Overall height: 107 inches. Base dimensions: * Width: 33.25 inches. * Depth: 24 inches. System shall include the following Components; * 22,000 lbs Actuator, 6 inch Stroke, 1 inch -14 Mounting Threads * Position Transducer, 6 inch * Axial Load Cell, 22,000 lb * 1 inch -14 Load Cell Mounting Hardware * Hydraulic Lifts (22 Kip -- 77 in) * Hydraulic Crosshead Locks (22 Kip -- 77 in) * Emergency Stop and Hydraulic Lift / Lock Controls * Hydraulic Service Manifold with Off/Low/On Control * Close-coupled accumulators allowing maximum high frequency response of servovalve(s). * Maximum operating pressure: 21 MPa (3000 psi). * Off/Low/High pressure control. * Slow pressure turn on. * Fast emergency unload for system depressurization. * Hydraulic Service Manifold Adapter * Crosshead * 12 inch Extended Columns * 10 gpm 5 port High Response Servovalve * 25 ft Hose Set, -12 pressure, return, -8 and -6 drain * Axial Stroke calibration. Two ranges: 10%, 100% *Hydraulic Power Unit * Maximum 63 db(A) noise fully compensated. * 11GPM ( 41.6 LPM) nominal flow rating. * 3000 PSI (21 MPa) * 460 VAC, 3 PH, 60 HZ incoming power. * 24 VDC control. * Water cooled. * 46 gallon reservoir. * 3 micron return filtration. * Surge Suppressor Digital Electronic Control System Provides digital servo control, function generation, data acquisition, hydraulic control, and digital I/O. * Data acquisition provides 16 bit resolution, 6 KHz data acquisition rate. * Function generation by 32 bit processor, standard haversine, square, and ramp waveforms and downloaded wave shapes. * Computer controlled transducer limits. * 8 uncommitted channels of digital I/O (4 in, 4 out). * Slots for up to 5 conditioning modules. * Automated dynamic control mode switching between any connected transducer. Any connected transducer or calculation can be selected for control (typically load, strain or displacement) including load limited displacement during specimen loading. * 2 Computer-selectable channels of 16 bit resolution analog output for easy access to transducer signals and other critical parameters. * Cables for hydraulic control, servovalves, conditioners, and communications to personal computer. * Floor standing enclosure Remote Station Control Panel Provides local actuator and hydraulic control at the load unit for ease of specimen loading. It includes: * A display for test specific information. * 4 application defined function keys for test specific control. * Control of hydraulic pressure. * Actuator positioning controller to move actuator during specimen loading and removal. * Load limited displacement available as a control mode for safe specimen loading. * Test control buttons to stop, start, hold, and resume tests from the load unit. * LED indication of interlocks with reset button. * Easy to see LED indication of switch status. 4 Universal Signal Conditioners * Provides transducer conditioning for AC or DC transducers. * Normalized with an on board reference for easy portability of calibrations. * Low noise, low drift, high accuracy signal conditioning. * Computer control of range, transducer zero, excitation, filter( 50 Hz / 500 Hz / out). * Traceable calibration for each range. * Shunt calibration for 100% range. * Supports strain gage bridge completion. * Excitation loss detection. * Computer controlled limit detection. Hydraulic Grip Supply * Conveniently supplies and controls hydraulic pressure to hydraulic grips. * Includes high temperature synthetic fluid (Mobil SHC 525) rated for -40F to 350F. * Controls pressure from 100 to 3000 psi. * Requires 115 VAC, 60 Hz, 20 A circuit. * Pressure stability: +/- 10 psi. * User interface modeled after loadframe. * Unified body style. Attachment Kit -- Grip to Actuator and Grip to Load Cell * Load capacity of grip is matched to actuator. QUANTITY: 1 each. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN 55344. This recommendation is made pursuant to FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 26, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
