- Description
- The Department of Health and Human Services, Office of Emergency Preparedness is conducting market research to identify potential vendors who have demonstrated experience and capabilities to design and develop components of a training curricula, supported by defined performance objectives, and focuses on disasters involving a weapon of mass destruction (WMD). This training will target multiple audience groups and delivery methods. The vendor must address WMD response knowledge and skills for emergency medical service (EMS) providers, emergency physicians, and emergency nurses. In responding to this request for information, vendors should submit written capability statements that address the following issues:(1) overview of your organization, including background, size, ownership, number and types of employees, educational philosophy, core competencies, etc. (2) organization's experience and expertise in instructional design. (3) Experience in designing and developing performance-based training. (4) experience in designing and developing each of the following: Technology-based training, including web-based and CD-ROM; Instructor-based training; Self-study training materials (5) experience related to designing and developing training for medical personnel, including nurses, physicians, and emergency medical technicians (EMT)/ Paramedics. (6) If a multi-disciplinary or multi-organizational approach to program(s) development were to be used, please describe how you would accomplish this. (7) explain ideas for developing training that must be distributed at minimal cost and updated regularly. What techniques do you recommend for maintaining currency of training materials?(8) describe how technology may be used most effectively in providing this content to these three audience groups. (9) describe your experience in developing continuing education materials, especially as related to medical content.(10) explain some techniques that your organization might employ for increasing student motivation and for making course materials interactive.(11) describe techniques your designers use to increase retention and transfer of course objectives.(12) describe ideas for developing effective refresher training for each of the audiences.(13) describe experience your organization has had in working with professional organizations to promote courses, seminars, workshops, or other education experiences.(14) explain your organization's process methodologies for scoping, analysis, prototyping, design, development, testing, deployment, quality assurance, and project management. (15) explain how you price projects, include pricing structures/rates for each labor category. (16) describe the approximate level of effort in time and expertise applied to a case study that exemplifies your best practice approach to a related project designed, developed, and implemented by your organization. Include relevance of any post-evaluative data or feedback from students, and the approximate numbers of students taught and/or trained. Capability statements which address the above issues are due 30 days from the issue date of this notice.
