Description

The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with the Center for Health and Public Service Research, New York University, 726 Broadway, New York, New York 10003, for the continued relationship with grantees in helping them begin the process of logic model development. The Center for Health and Public Service Research is uniquely qualified to perform this work because it focuses on health care and social service issues affecting vulnerable populations. It also has unique access to foundation experience and future plans through the past and current roles by Center staff. Their current and recent activities are in the areas of access for the underserved, primary care systems and program evaluation -- each of which is a necessary component of the work HRSA is seeking. The personnel involved with this work are national leaders in evaluation, evaluation design, and knowledge of community-based, collaborative health systems for vulnerable populations. Each has been engaged in major foundation initiatives that give them unique insights into evaluations of the programs most similar to the Community Access Program. Based on the above, the Center for Health and Public Service Research is the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source. A Justification for Other than Full and Open Competition has been prepared by the Government. Interested parties may, in writing, provide notice of their interest and capabilities to perform this requirement within 15 days from date of publication of this notice.
