Description
The contractor shall provide executive and technical support in all training areas to COMAFLOATRAGULANT in Norfolk, ATG Ingleside, ATG Mayport, and ATG Norfolk. The contractor will assist ATG Atlantic in implementing afloat training and assessments in all mission areas and shipboard training team training. The contractor will assist in training and will initiate and assist in implementing plans and programs to support high level guidance. (a) ATG Atlantic support for training and assessments will be accomplished using standard Terminal Objectives, Enabling Objectives, and Measures of Performance (TO/EO/MOPs) derived from Navy Mission Essential Tasks (NMETs) and other criteria as many be established by the Fleet CinC and Type commanders; (b) Provide afloat traing for ship commanding officers; (c) Assist commanding officers and ISICs in establishing and maintaining an effective self-assessment capability to ensure continuous operational and material readiness, training proficiency and process improvement; effective management to support safe and efficient equipment operation and ordance handling; (d) Provide technical and personnel support to ISICs during command assessment of Readiness and Training Phase II (CART II); (e)Provide Coast Guard liasion in support of inter-Service training requirements between the US Navy and the US coast guard in the Atlantic Fleet area of operations; (f) Conduct CNO Surface Search and Rescue (SAR) Unit evaluations for LANT fleet ships; (g) Maintain technical and professional knowledge and skills through a robust training program, installation and factory training, technical symposiums, informal training and self study; (h) Maintain liaison with fleet units, training activities, systems commands, and research and development activities in the areas of engineering, C4I, combat systems, damage control, aviation, seamanshipm medical, navigation, supply management and personnel and administration to ensure training provided reflects the most currently approved policy and tactics; (i) Provide feedback to other training and technical activities; Systems, Type and Fleet Commanders; and OPNAV sponsors; and (j) Conduct Mine Warfare Specialty Training in mine hunting, mechanical and influence mine sweeping, mine neutralization, danning, EOD boat vectoring, minefield precision navigation, mine clearance planning, and tactics.
