- Description
- The U.S. Army CECOM Acquisition Center Washington, on behalf of the Army Project Manager Mines, Countermine and Demolitions (PM-MCD), Picatinny Arsenal, NJ intends to acquire under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies Or Services Will Satisfy Agency Requirements) the Engineering and Manufacturing Development (EMD) phase for the ESMC. The ESMC is designed to neutralize all surface laid and buried mines, regardless of the fuzing mechanism, from a safe standoff distance. The ESMC consists of a reusable trailer and an expendable reload. The reload is a self-contained, ready to fire round, containing a rocket motor and an Explosive Neutralization System (ENS). The rocket deploys the ENS across a minefield. The ENS is a net with explosive shape charge munitions located at each node. The Government intends to award a contract for this requirement, pending sole source approval, to the PDRR contractor, BAE Systems, located in Austin, TX. This requirement is for a sixty-month contract effort. The effort is expected to be awarded in 3rd Qtr FY01. See Numbered Note 22.
