Description

The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office for Information Technology (PEO-IT), intends to solicit proposals for the development of the Navy Recruiting and Accession Management System (NRAMS). This procurement is being conducted in multiple phases: Phase I, the Prototype Stage and Phase II, the Continued Development and Implementation (CD&I) Stage. The Prototype Stage allows for concept design and demonstration to reduce program risk. NAVSEA competitively awarded Other Transaction Agreements to four contractors: GRCI, IBM, KPMG, and SRA for the Prototype Stage. SPAWAR is now competing the CD&I Stage requirements among the four Prototype Stage awardees. SPAWAR will down-select to one contractor to continue system development during the CD&I Stage. A Firm Fixed Price CD&I contract award is scheduled for April 2001 and delivery of NRAMS Build A is scheduled for June 2002. The estimated contract value is $10.32M. The purpose of NRAMS is to provide Commander, Navy Recruiting Command (CNRC) with a modern, responsive and flexible information system to support recruiting and accessions management needed to meet Navy personnel end strength. Additionally, NRAMS will replace aging legacy systems and interface with other Department of the Navy (DoN) and Department of Defense (DoD) systems. NRAMS will provide an open architecture framework that integrates CNRC's desired functionality into a single information system that enables future enhancements. This contract will be awarded pursuant to the authority of 10 U.S.C. 2304(c)(1) -- Only One Responsible Source or Only From a Limited Number of Responsible Sources.
